The GIZ-project "Energy Efficient District Lviv" is funded by the Germany Ministry of Environment BMUB) through the International Climate Initiative (IKI). The project is implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in close cooperation with the Ministry for Regional Development, Building and Housing (MinRegion) and the City Administration of Lviv


The objective of the project is to support Homeowner Associations in Sykhiv district in Lviv to refurbish their multi-family residential buildings. The comprehensive residential building rehabilitation should match the almost completed EBRD-funded district heating modernization. In addition, a municipal financial support scheme will be established to support energy efficient residential building rehabilitation. The municipal financial support scheme will be closely aligned with the national Energy Efficiency Fund (EEF). The results of the project shall serve as reference for the EEF


The project is looking for a Project Coordinator based in Kyiv


Area of responsibilities:


  • Supports the project director in the operational planning and execution of the project, including reporting and monitoring
  • Plans and coordinates technical advisory services provided by the project
  • Supports and attends coordination meetings with International Donor and Implementing Organizations, such as the European Commission, International Finance Corporation, and UNDP
  • Ensures the compliance of all project partners and consultants with GIZ policies and with agreed tasks and contributions;
  • Ensures sufficient and timely support by the entire (administrative) team making use of their respective responsibilities and expertise; providing team members with clear instructions
  • Manages and monitors the budget in consultation with the officer responsible for the contract and cooperation and relevant team members
  • Supports the alignment of the project activities with the activities and strategies of the EEF
  • Supports the alignment of the project activities with the reform of the housing and utility service (HUS) subsidies
  • Conceptualises, organises and supervises studies and evaluations on the combination of local financial support scheme with the EEF
  • Feeds-in results of studies and experiences gained during the energy efficient rehabilitation of the district in Sykhiv / Lviv to the relevant national coordination and decision-making bodies
  • Uses results and experiences gained in Sykhiv / Lviv to develop recommendations for refining operational procedures and strategies of the EEF
  • Actively works with and advises technical staff members and external advisors of the Ministry for Regional Development, Building and Housing (MinRegion)
  • Advises partner institution(s) on order clarification, identifying needs, developing concepts and strategies, and provides technical input
  • Participates in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach
  • Provides information on project activities and results to the commissioning party BMU (upon request)
  • Support the design and acquisition of new projects in the sphere of energy efficiency, district heating systems and green financing
  • Initiates, holds and follows up on regular steering committee meetings with key partners of the project
  • Represents the project in EEF donor coordination meetings and relevant conferences in Kyiv
  • Ensures cooperation, regular contact and dialogue with partners; cooperates with relevant organisations and with other projects to improve and maintain good working relationships
  • Ensures exceptionally high transparency of the project's activities; proactively also engaging critical institutions and individuals
  • Compiles information on the project and ensures knowledge transfer


Required qualifications, competences and experience

  • Masters/MSc or doctorate in Economics, International Management, Social Science, Public Administration or related field
  • At least 7 years professional experience in energy efficiency, reform of the housing and utility service subsidies, or development of national and local financial support schemes in Ukraine
  • Preferably experience working international organizations, preferably in the international development cooperation sector
  • Experience in advising or managing donor-funded grant schemes or credit lines operated by International Financial Institutions (IFIs)
  • Ideally practical experience in working with or advising Homeowner-Associations (HOAs)
  • Good knowledge of and existing network in the construction, building materials and professional services sector
  • High proficiency in written and spoken English and Ukrainian. German knowledge should be aspired if not yet existent
  • Keen interest in the field of international cooperation for sustainable development in Ukraine with particular focus on climate action and energy efficiency
  • Willingness to upskill as required by the tasks to be performed
  • Regular travels to Lviv are to be expected


Employment conditions:

  • Full-time position with 40-hours working week until 30.09.2022.
