The international non-profit organization Management Sciences for Health (MSH) implementing in Ukraine the USAID-supported Safe, Affordable and Effective Medicines for Ukrainians Activity (SAFEMed), is looking for a Technical Advisor, Medical Procurement 

MAIN PURPOSE:

The Technical Advisor for Medical Procurement will support State Enterprise “Medical Procurement of Ukraine” (MPU) by organizing the process of centralized and decentralized procurement of pharmaceutical products. S/he will work closely with the MPU, Ministry of Health (MOH), Center for Public Health (CPH), pharmaceutical industry, SAFEMed’s Contracted agencies, and other related Stakeholders. The Technical Advisor will take a proactive coordination lead, creates trust, and builds strong partnership to ensure implementation of the projects.  The Technical Advisor also provides technical assistance to MPU in the field of pharmaceutical procurement, storage, and distribution management.

RESPONSIBILITIES:

Advancing Public Procurement Instruments and Operations Centrally and Regionally :

  • Provide operational support to streamline MPU internal operations, governance, and organizational development.
  • Provide technical support to MPU in the implementation of the transition period from procurements by specialized international organizations to central procurements by MPU.
  • Provide technical support to MPU in the strategic introduction to the regional procurement processes through creating awareness measures with clear messaging on its capabilities and added value in order to generate demand for services and development of regional procurement practices framework.
  • Provide technical support in the process of deployment of procurement and supply chain management best practices.
  • Provide technical support for creating anti-corruption instruments by MPU through implementing systems such as creating alarm platforms and anti-bribery ISO certification processes.
  • Facilitate communication and meetings with key stakeholders from the government, private sector, and civil society in Ukraine, document key findings and recommendations from the meetings.
  • Collect data related to public procurement, analyze and prepare reports for the donor, and other Stakeholders.
  • Support organization of client engagement or other meetings of MPU and national and international Stakeholders, document key findings and recommendations.
  • Support MPU participation in Public Procurement Cycle preparation through the organizing of awareness meetings, translation of annual monitoring reports, tender and contract documentation, and nomenclature in order to create better coordination of MPU with the Stakeholders.
  • Participate in legislation initiatives, such as proposing and participating in the creation and implementation of new legislation as the need may arise, or adaptation of current legislation.
  • Participate in working groups organized by the government or other Stakeholders;

Capacity Building of MPU:

  • Provide capacity-building support to MPU including the development of a set of possible activities and training for creating performance assessment frameworks and procurement and supply chain competency and excellence frameworks and platforms.
  • Support the consultants’ recruitment process as the need may arise to ensure the effectiveness of MPU operational activity, participate to identify these needs, and create a clear of Scope of Work for the consultants.

Coordination and reporting:

  • Facilitate the development of SAFEMed’s Annual Plan with clear deadlines, deliverables, and milestones;
  • Work with SAFEMed Senior Technical Advisor on preparing presentations, narratives, reports, technical briefs, and other materials as needs may arise during implementation of the Project Annual Plan;
  • Perform any other duties that may be assigned by MSH.

REQUIRED EDUCATION:
Required:  Bachelor’s degree in Public Health, Medical management, or equivalent education in medical procurement and supply chain.

EXPERIENCE:             

Required:

  • Five years of experience in public health programs or related to pharmaceutical management experience.
  • Experience in pharmaceutical management with an emphasis on procurement, supply chain, warehousing, and logistics is preferred.
  • Experience in providing technical assistance in public health programs/projects especially supply chain management programs implemented in Ukraine by international organizations.
  • Experience working in Ukraine with MOH, CPH and similar level organizations in the field of healthcare, HIV and TB programs, and governance.

Preferred:

  • Experience with USAID-funded programs, and other international medical NGOs.

KNOWLEDGE & SKILLS

  • Strong organizational skills and ability to work in a team-oriented, culturally diverse environment.
  • Knowledge in supply chain areas, warehousing, logistics, public health, and governance.
  • Excellent interpersonal skills, communication skills, training experience, ability to identify and resolve policy and operational constraints, generate ideas and solutions.
  • Excellent written and verbal communication and presentation skills in English / Ukrainian.
  • Demonstrated intermediate skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint.
