Procurement activities include suppliers sourcing through RFI, RFP, RFQ preparation, tender evaluation, price and contract negotiation, and global recommendation for the projects.

Responsibilities:

Procurement of Materials: solar PV modules, inverters, substructures/trackers, transformers, spare parts, circuit breakers .

Procurement of Services: logistics, engineering, consulting, legal, O&M, security services.

Procurement of Construction: EPC contracts for PV and HV scope, construction of substations, sites preparation, reconstruction of local roads.

Administration of EPC and local construction Contracts.

Implementation of USAID-funded Decentralization Offering Better Results and Efficiency program.

• Coordination sourcing strategies and development a thorough and a full open process with a comprehensive supplier base for the supply of goods and services, constantly researching to ensure a reliable and competitive vendor base;
• Negotiating supplier terms and conditions for the supply of goods & services, ensuring the optimal combination of cost, quality and delivery/lead time for the organization;
• Preparation and review supplier evaluations/bids analysis, RFP, RFQ, purchase orders, contracts and other procurement documents, ensuring strict adherence to applicable procedures, accuracy and completeness of procurement supporting documents;
• Supervise the work of the procurement team (officers and assistants).
• Reporting to HQ;
• Local procurement of different types of goods, works and services (construction of sports playgrounds, football and volleyball courts, kinder gardens, reconstruction of municipal buildings, asphalting of roads, purchasing garbage trucks, agricultural machineries, etc)
• International procurements (Import)
• Facilitate procurement audits and internal compliance reviews;
• Work closely with the Finance team to ensure execution of payment terms outlined in the purchase orders and contracts. Responsible for follow through on all procurement & acquisition contractual obligations

Purchase supplies, equipment and services.

• Responsible for the preparation of procurement documentation in accordance with Ukrainian law and IMC regulations.
• Manage all contracts including supply, transport and rental contracts.
• Make sure the deliveries are processed in an adequate and timely manner.
• Identifie and negotiates with vendors.
• Organize and maintain the fleet of vehicles.
• Organize and opens main and field offices.
• Manage the transportation of the staff and goods in the field.
• Manage logistics aspects of external visits and organization of workshops and seminars.
• Retain records for mission assets, equipment and procurement.
• Participate in the proposal development and budget pipelines planning.
• Prepare Procurement Plan
• Coordinate QA controll of goods and services.
• Supervise the work of the service staff (officers and drivers).
• Responsible for export compliance.
• Provide regular reports to country management team and IMC headquarters.
• Responsible for other tasks as assigned by supervisors.
