Data Officer (Localisation Team)

Assignment 

Under the supervision of the IMPACT Localisation Team Lead, IMPACT Data Officer is responsible for data processing and data transformation activities, data visualization activities, confidentiality and data protection. He/she will also work closely with and conduct data activities for REACH/IMPACT’s Ukrainian partners in the East and South. He/she will conduct office work, but is also likely to conduct some field trips, including to security-approved areas in East and South Ukraine.

Under the authority of:  IMPACT Localisation Team Lead, IMPACT Senior Data Officer, IMPACT Country Representative 

Working Relations 

Internal Relations: IMPACT/REACH Assessment Officers, IMPACT/REACH Data Officers, IMPACT/REACH GIS Officers, IMPACT/REACH Unit Managers, ACTED FLAT, communication and HR Department[s] 

FUNCTIONS 

The Data Officer will be responsible for the following tasks:  

1) Data processing/Data transformation activities 

To be responsible for: 

•    Supervision of all data related processes before the beginning, during and after data collection; 

•    Providing data analysis support to the IMPACT office and to key Ukrainian humanitarian partners of REACH/IMPACT including but not limited to data cleaning, data processing, data analysis and data visualization; 

•    Ensuring timely delivery of cleaned datasets and overall data quality control; 

•    Supporting the development of internal IM procedures and guidelines. 

2) Data visualization activities  

To support development of interactive products based on IMPACT data and data provided by IMPACT partners. This support will include development of interactive product concept, design and functionality. 

3) Internal Communication Processes 

To work closely with IMPACT GIS/DB Manager, IMPACT Senior Database officer and IMPACT GIS Officer in country to guarantee a quality of all IMPACT products. 

4) Confidentiality and Data Protection 

To maintain the strictest confidentiality of data and processes. He/she will actively take measures to prevent the unauthorized sharing of information and data. 

Qualifications 

Education 

• Experience in a sphere of social sciences, data science or information management is desirable but not required.   

Technical requirements:   

• Experience with Excel and PowerBI is needed.  

• Prior experience in the humanitarian sector desirable but not required.  

• Prior experience using R, Kobo, or any other similar tools is a strong asset.  

• Fluency in Ukrainian and good English required.  

• Highly motivated and passionate about improving the humanitarian response in Ukraine 

• Prior experience building capacity of other actors in data and information management is an asset.

• Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance.
