CONTEXT

Three MdM (Doctors of the World) chapters are directly implementing activities in Ukraine: 

  • MdM Spain has the lead for global MdM response in the country and covers Kyiv and surroundings, Donbass, Kharkiv, Zaporidja
  • MdM Germany covers Dnipro and Vinitsia
  • MdM France covers the Southern part, Odessa, Mykolaiv, Kherson

In Mykolaiv oblast, MdM-F supports Mykolaiv Ukrainian Red Cross Society (URCS) in restoring access to primary health care and Mental Health and Psychosocial Services (MHPSS) for populations affected by the conflict. The component of sexual and reproductive health, as well as Gender Based Violence is part of this project.

MAIN RESPONSIBILITIES 

Provide technical oversight for the implementation of the mission's interventions on SRH (Sexual and Reproductive Health) and GBV (Gender-Based Violence). Ensure rapid deployment of the intervention strategy, technical support, quality of treatment, and relevance of SRH activities, practices, and information. She/she will also oversee relevant GBV activities and develop/adjust specific measures to address gaps and needs in services and/or sectors. 

  1. Organizing, coordinating, and supervising SRH activities 
  1. Understand and document the national SRH strategy in Ukraine 

2.    Conduct and update mapping of entities involved in the SRHR response and develop a strong network in coordination with the local partners and sector coordination bodies. 

3.   Lead the implementation of the SRH and GBV prevention and response strategy in MDM-F Ukraine in line with the context and overall MDM Ukraine strategy. 

4.  Ensure the quality of SRH and GBV interventions through regular monitoring and technical support to program teams and partners. 

5.  Creating and disseminating tools, guidelines, training, and outreach materials. 

6.  Monitor and provide technical advice and recommendations in case of difficulties and/or improve the quality of SRHR and GBV services and preventive measures following international and national guidelines and the MDM strategy. 

7.  Ensure the development, implementation, or updating of SRHR/GBV management tools: standard operating procedures, data collection, management and analysis tools, and technical guidance. 

8.  Actively participate in coordinating meetings with GBV actors (regional and national GBV sub-sector, SRH working group etc.), facilitate the exchange of information and best practices. 

9.  Ensure safe referral of GBV survivors based on an updated and reliable referral pathway in all MDM-supported facilities and facilities catchment villages. 

10. Participate in the drafting of projects/proposals for donors, ensuring proper integration of SRHR services, including GBV prevention and response; 

11. Program management, budget control, and project planning in close cooperation with the General Coordinator, Medical/Health coordinator, and Deputy Medical Coordinator. 

2.   Capacity Building & Training 

  1. Identify the needs of the team and partners and offer appropriate training opportunities. 

  2. Disseminate and adapt training manuals on prevention and response to GBV. 

  3. Organize and/or facilitate GBV prevention and response trainings in collaboration with the program team and HQ counterpart.   

  4. Ensure the quality of the trainings provided and use a methodology adapted to adult learning and the socio-cultural context. 

  5. Provide technical support to the MDM Health / Medical Coordinator, MDM staff, and partner staff involved in the monitoring and implementation of SRHR and GBV activities. 

  6. Collaborate with the program team (eg, Health Coordinator, MHPSS Team) to create a capacity development plan (including training and job support) for all frontline personnel involved in the delivery of SRHR and GBV services.  

  7. Collaborate with the medical team, GBV focal point, partners, SRH working group, and GBV regional sub-sector to organize trainings on Health Response to GBV (CMR/IPV training) using UNFPA-trained and certified facilitators. 

  8. Work with the medical team and with the MHPPSS team to organize training and supervision of MHPSS for survivors of GBV.  

3.   Communication, Advocacy & Representation  

  1. Participate in the development of the strategy and tools for external and internal communication under the SRHR MDM package. 

  2. Participate in disseminating the MDM approach, outcomes, and lessons learned on MDM’s SRHR and GBV response.  

  3. Contribute to the development and implementation of a context-sensitive advocacy strategy, in collaboration with the Health Coordinator and other actors involved in the SRHR/GBV response. 

  4. Represent MDM at thematic seminars, conferences, and strategic meetings. 

4.   Reporting, Information Management, and Internal Coordination 

  1. Ensure that SRHR data is collected, encoded, and analysed. 

  2. Ensure MDM’s activities are reported to the relevant sectors using the national 5Ws. 

  3. Ensure that the GBV data management system is in place (that it complies with applicable ethical standards, that data collection tools are mastered and used correctly, and that performance is well monitored by program teams) 

  4. Contribute to the capitalization of MDM's response in Ukraine. 

  5. Share with the Program team any difficulties encountered on the ground and suggest solutions or adjustments.  

  6. Share with the application team the protocols of all clusters/workgroups. 

  7. Participate in internal MDM meetings upon request and contribute to the monthly MDM situation report. 

  8. Upon request, facilitate the preparation of new proposals or reports to donors. 

REQUIREMENTS 

Training & Experience 

  1. Doctor, gynaecologist-obstetrician, nurse, or midwife with experience in SRHR and GBV activities implementation in humanitarian contexts.   

  2. Training and/or proven knowledge of Clinical Management of Rape and Intimate Partner Violence (Domestic Violence). 

  3. Demonstrated professional experience of 2 to 3 years in the humanitarian field, including at least 1 year with an international NGO, will be an advantage. 

  4. Experience in partner technical support, advocacy, and facilitation of networks. 

Technical Skills   

  1. Excellent knowledge of international standards and guidelines for SHRH and GBV prevention and response in a humanitarian context  

  2. Ability to plan GBV prevention and response activities in complex and fluid humanitarian contexts. 

  3. Ability to analyze context, trends, and risk/protective factors. 

  4. Ability to conduct needs assessment, map services and work in collaboration with stakeholders. 

  5. Understand Activity Tracking Metrics. 

  6. Ability to Identify training needs, creation and delivery of training modules on SRHR and GBV. 

  7. Ability to develop and update secure and confidential referral systems. 

  8. Ability to analyze and manage sensitive data. 

  9. Strong flexibility and ability to plan and adapt to unforeseen events. 

  10. Ability to understand follow-up metrics. 

  11. Strong ability to lead a team of direct and indirect supervisees, including partners, and volunteers in a multicultural environment. 

IT 

  1. Good knowledge and ability to use Windows packages (word, excel, PowerPoint). 

Language          

  1. Basic English is required (oral and written).   

  2. Ukrainian (oral and written) is required for national staff.  

  3. Knowledge of any other local language is an advantage (Russian, Ukrainian) for international staff.

TERMS OF EMPLOYMENT  

  1. Type of contract: Fixed-term contract 

  2. Duration: 6 months, renewal 

  3. Start date: as soon as possible. 

  4. Rhythm: Full-time  

  5. Location: Mykolaiv 75%, Odesa 25%. Flexibility is required.

  7. MDM salary (non-negotiable): gross basic salary from UAH 100,639.09 UAH + food and transport allowances. 

  8. Partial reimbursement of health coverage.
