CONTEXT

Three MdM (Doctors of the World) chapters are directly implementing activities in Ukraine: 

  • MdM Spain has the lead for global MdM response in the country and covers Kyiv and surroundings, Donbass, Kharkiv, Zaporidja
  • MdM Germany covers Dnipro and Vinitsia
  • MdM France covers the Southern part, Odessa, Mykolaiv, Kherson

In South region, MdM-F supports and searchs for new perspectives of cooperation among other NGOs as well as among humanitarian, civil society, medical and local authorities. Main focus is the support in restoring access to medical services and Mental Health and Psychosocial Services (MHPSS) for populations affected by the conflict. The component of sexual and reproductive health, as well as Gender Based Violence is part of this project. MdM-F also collaborates with local organization, dedicated to population acknowledgement with LGBTQI+, sexual awareness topics. 

MAIN TASKS:

A Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer manages information and reporting processes.

S/he will be responsible for all data collection, analysis, knowledge sharing and learning activities to help ensure accountability, efficiency, and full-cycle monitoring and evaluation of MdM projects. The M&E Officer will work closely with programme staff to support M&E capacity building of MdM staff and facilitate the collection of impact data. They will provide technical support across project locations – namely, Odesa, Mykolaiv, Kherson, in monitoring and evaluation activities. Additionally, s/he will support, as need be, on grants writing, follow-up of programme   indicators, implementation of processes, standard operating procedures. 

S/he accompanies Program teams in the field and ensures tht MEAL guidelines are respected and that MEAL templates and tools are properly used. 

S/he ensures the data collection is done properly during assessments, distributions and monitoring surveys. 

S/he also ensures implementing partners are aware of MEAL standards.

ROLES:

Duties and Responsibilities

  1. Work closely with the Programmes Department, and field teams to develop and strengthen monitoring and evaluation systems, including approaches and tools that facilitate the acquisition and aggregation of useful programming data.
  2. Act as a central focal point for monitoring and evaluation technical assistance and guidance.
  3. Guide the design of data quality assurance procedures and trainings to ensure accurate and consistent data collection among MdM field teams.
  4. Manage processes related to external monitoring and evaluation activities including requests for applications, outsourcing of assessments and evaluations, providing technical input, and overseeing communications related to needs assessments, baseline, midterm, and end line studies, post, and other types of evaluations.
  5. Lead the dissemination of results and findings including developing external communications materials and advocacy. 
  6. Manage quantitative and qualitative data collection for the purposes of programme development and reporting including the design and deployment of innovative electronic data capture, data storage and data security systems.
  7. Undertake regular visits to the field to support implementation of monitoring and evaluation and to identify where adaptations might be needed.
  8. Guide the regular sharing of the outputs of monitoring and evaluation findings with management and field staff including reporting of assessments, evaluations, programme data, lessons learned and good practices.

The list of tasks is not intended to be exhaustive and other tasks may be requested by the line supervisor. In addition, a certain degree of flexibility and adaptability is expected from the collaborator according to the potential evolution of the mission's constraints. 

CONDITIONS OF THE JOB:

Position based in Mykolaiv, with visits on the field (Odesa, Mykolaiv and Kherson Oblasts)

SKILLS REQUIRED:

  • Training & Experience
  1. Similar experience or a minimum of 1 year in a national or international NGO
  2. Experience in designing, implementing, and operating project M&E systems from start to end of project.
  3. Knowledge of major evaluation methodologies (ex. Quantitative, qualitative, mixed-method, and impact) and data collection and analysis methodologies (incl. KOBOToolBox).
  4. Post-secondary Education or bachelor's degree in social sciences, Administration, Information Management, Project Management, or other relevant academic background (essential), master's degree (desirable).
