Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Support to the establishment of an ETS in Ukraine” to fill the position: 

Project Advisor (full-time, Kyiv)

(internal SAP code: Environmental Policy, Resources Efficiency Advisor) 

GIZ ETS Project supports the Government of Ukraine represented by the Ministry of Environmental Protection and Natural Resources of Ukraine (MEPR) in developing and introducing an emission trading scheme (ETS), similar or equivalent to an emission trading scheme of EU (EU ETS). GIZ support is mainly focused on the national level and involves intensive cooperation with MEPR on various topics. The Project shall deliver its assistance in 5 main areas: (1) capacity development of the authority responsible for implementation of an ETS; (2) development of digital tool to process data of ETS participants; (3) recommendations for establishing a “cap” for Ukrainian ETS; (4) recommendations for allowance allocation rules and (5) assistance in development and implementation of ETS pilot phase.

Key responsibilities: 

  • Maintaining close and highly professional relations with all stakeholders and the beneficiaries of the Project.
  • Representing the Project’s interests in coordination meetings and discussions.
  • Independently ensuring technical and timely accuracy of the implementation of activities and positions.
  • Innovation, knowledge management and communication of innovations to a broad target group.
  • Integrating results and experience into teamwork and the work of all relevant groups.
  • Technical and organizational coordination and support of all (including international) experts within the component.
  • Providing in-depth expertise and hands-on solutions in the technical fields of: 
  1. MRV.
  2. Capacity Development for institutions and stakeholders.
  3. Verification and accreditation.
  4. Cap setting.
  5. Allocation plans and registries.
  6. Development of ETS introduction road-map.

Tasks: 

  • Manages tasks and measures in the Project that are assigned to him/her.
  • Ensures compliance of all Project partners and consultants partners with GIZ policies and with agreed tasks and contributions; ensures full implementation of the agreed tasks supporting the partners (Operational plans).
  • Ensures and prepares regular steering committee meetings in order to define future areas of support to the partner.
  • Initiates technical assistance project within scope of the order and in line with the Project’s annual planning as well as upon prior consent with the superior and manages subsequently all missions of international and national experts to the focus region independently.
  • Advises partner institution(s) on order clarification, identifying needs, developing concepts and strategies, and provides technical input.
  • Participates in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach.
  • Contributes to preparing and implementation the coordination process, joint projects also with other (international) institutions.
  • Formulates Terms of Reference and selects and supervises third parties in the course of carrying out project activities, including performance evaluation and ensuring timely delivery of satisfying results.
  • Drafts and monitors the development and implementation of Project plans and activities in close consultation with superior and partners.
  • Deals with technical design, preparation and implementation of workshops, seminars and other events on issues related to the Project’s area of activity.
  • Develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives.
  • Monitors project progress and the activities, reviews reports and documents on the joint programs, identifies bottlenecks and recommends alternative management options to the Commission manage.
  • Compiles information on project and ensures knowledge transfer.
  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures.
  • Draws up reports and presentation documents.
  • Formulates appropriate input for various project reports including annual reports and contributes to the other reports required by the Project director and GIZ Head Office.
  • Assist with research activities and studies on political issues which benefit joint programs.
  • Is responsible for accurate project planning and develops project concepts and strategies, ensures implementation together with the partners.
  • Monitors budget in consultation with the officer responsible for Project.

Required qualifications, competences and experience: 

  • Master’s degree in economics or in an area that is related to the Project objectives, with a focus on a relevant field (equivalent to MA).
  • At least 5 years of professional and international working experience in the climate policy sector; knowledge of EU ETS is essential.
  • Proven successful experience in independently managing complex activities and components and delivering high quality results in time.
  • Experience in international organizations, preferably in the international development sector.
  • Very good working knowledge of ITC technologies (related software, email, MS Teams, internet) and computer applications (e.g. MS Office).
  • Excellent capabilities in working in a structured and result-oriented manner; high professionalism and reasons-based argumentation even in sometimes disputed and emotional settings.
  • Full working level command of Ukrainian and English. German knowledge is a benefit.

Employment conditions

Full-time position with 40-hour working week until July 2026. Place of assignment is Kyiv. Business trips (abroad) and to various regions within Ukraine are to be expected in accordance with project requirement and according to security regulations.
