Position Summary

Momentum Wheels for Humanity is seeking a Monitoring & Evaluation and Learning Officer for the five-year USAID Rehabilitation for Ukraine (Rehab4U) Activity in Ukraine. The goal of the project is to create sustainable quality physical rehabilitation services within the health system across all levels of care, including the primary health care (PHC) level, by addressing both urgent, short-term gaps and long-term systems requirements. Sustainable, quality, physical rehabilitation services will enable all Ukrainians to optimize their functioning, fully integrate within society, and participate in the economic recovery and growth of the country. 

Directed by the Senior Advisor on M&E and Strategic Information, the Rehab4U M&E and Learning team will be responsible for successful monitoring, evaluation, and learning of the Rehab4U project in keeping with the USAID principles of collaboration, learning, and adaptation (CLA). The Monitoring & Evaluation and Learning Officer will support the Rehab4U project’s data collection, data management, analysis, and reporting. 

This position is contingent upon project funding.

Expected Duties and Responsibilities  

Reporting to the M&E and Learning Coordinator, the M&E and Learning Officer will be responsible for performing the following primary tasks across Rehab4U implementation sites in Ukraine:

  • Coordinate with the Rehab4U M&E and Learning team, led by the Senior Advisor on M&E and Strategic Information, to support the development and implementation of the project’s MEL framework that adheres to donor (USAID) and MWH guidance and needs for learning, analysis, and reporting
  • Support colleagues on activity-level M&E data collection and reporting, ensuring quality and consistency across technical areas
  • Contribute to the strategic development and/or improvement of guidelines and tools to ensure coherency in activity tracking to achieve project learning goals
  • Contribute to the development, implementation, and analysis of project evaluations, mappings, and assessments as needed
  • Support data collection, management, and analysis activities for project activity data in line with USAID, MWH, and general best practices, ensuring data validity, reliability, and security
  • Support the consolidation of M&E inputs from staff and partners
  • Contribute to timely and responsive donor reports as well as ad hoc reports in accordance with donor requirements
  • Support the development of inputs to facilitate annual workplan and MEAL project monitoring plan development processes
  • Coordinate with the Strategic Communications Officer and HQ on M&E inputs for the development of communications materials (infographics, videos, social media posts, blog posts, project factsheets, etc.) 

Minimum Qualifications and Experience

  • Bachelor’s degree in statistics, biostatistics, quantitative/qualitative data analysis, public health, social/behavioral sciences, research methods, or other relevant medical or health discipline 
  • At least 2-3 years relevant work experience, preferably working with an international NGO
  • Familiarity with USAID regulations and policies related to monitoring and evaluation
  • Demonstrated expertise in developing, implementing, and managing MEAL systems of various projects throughout all stages of the project cycle
  • Ability to contribute to data collection, management, and reporting with integrity
  • Detail-oriented with good organization and prioritization skills
  • Provide deliverables in a timely manner
  • Demonstrated adaptability and flexibility in adjusting MEL plans due to evolving situations
  • Proven experience in evaluation and learning approaches, health management information systems, data visualization, and reporting
  • Experience with survey design and data collection tools (e.g., Kobo Toolbox, etc.) as well as data analysis and visualization tools (intermediate proficiency in Excel required) 
  • Ability to work well independently and in team settings
  • Excellent communication skills
  • Experience in Eastern Europe, preferably in Ukraine 

Fluency in English and Ukrainian required

Preferred Qualifications and Experience

  • Prior experience contributing to M&E for health systems strengthening, rehabilitation, or assistive technologies projects is preferred
