Background

 

To provide more targeted support to parliamentary reforms the Parliamentary Reform Office (PRO) will be established within the EU-UNDP Parliamentary Reform Project, serving as an advisory group to the Leadership and Secretariat of the Verkhovna Rada of Ukraine (VRU) under the general supervision of the VRU Chairperson.

 

In this context, the United Nations Development Programme is recruiting a Deputy Head of the Parliamentary Reform Office on Institutional Reform and Capacity Building with relevant experience and track record.

The Deputy Head of the Parliamentary Reform Office on Institutional Reform and Capacity Building will be directly responsible for coordination of PRO activities related to capacity building, HRM policies and organisational building within VRU Secretariat.

 

Duties and Responsibilities

 

Duties and Responsibilities:

Under the coordination of PRO Head and operational supervision of the Project Coordinator as well as in close cooperation with appointed officials of the VRU Secretariat, the incumbent will perform the following functions:

  • Design, manage and coordinate PRO activities on Institutional Reform and Capacity Building taking into account, inter alia, Needs Assessment Mission recommendations, including consulting with key stakeholders at the VRU;
  • Ensure implementation of the PRO work plan on Institutional Reform and Capacity Building within the agreed timescale and provide proper reporting;
  • Coordinate finalization of HR Strategy, development of Action Plan and facilitate its implementation;
  • Develop amendments to the to the Laws "On Parliamentary Committees" and "On Civil Service" on functions and status of the staff of the Secretariat of the Verkhovna Rada of Ukraine as well as peculiarities of competitive selection process based on good European practices;
  • Coordinate finalization of Strategic development plan for the VRU Secretariat and facilitate its implementation;
  • Support the functional review and Secretariat's internal processes analysis;
  • Provide appropriate technical advice to the leadership of the VRU and VRU Secretariat with regard to implementation of developed strategies;
  • Lead the team of PRO coordinators in the area of Institutional Reform and Capacity Building;
  • Contribute to the preparation of the project's progress reports and related monitoring meetings.

Measurable outputs of the work assignment:

PRO deliverables on Institutional Reform and Capacity Building are timely achieved, with an emphasis on measurable results and quality, and properly reported, namely:

  • HR Strategy finalized and discussed with the VRU stakeholders - 1 July 2019;
  • Action Plan on HR Strategy developed, and its implementation facilitated - 31 July 2019;
  • Draft amendments to the Laws "On Parliamentary Committees" and "On Civil Service" developed, including on:
  • Recommendations on the HRM practices prepared based good examples from executive and European parliamentary practice - 31 July 2019;
  • Strategic development plan for the VRU Secretariat finalized and discussed with VRU stakeholders - 31 July 2019;
  • Recommendations on the implementation of priority tasks of the Strategic development plan developed (draft operational plan) - 31 October 2019;
  • Support to the functional review and Secretariat's internal processes analysis provided - 30 November 2019.
  • Functions and status of the staff of the Secretariat of the Verkhovna Rada of Ukraine;
  • Peculiarities of competitive selection process based on good European practices - 31 July 2019;

Performance Indicators for evaluation of results:

  • PRO activities on Institutional Reform and Capacity Building are implemented in a timely fashion with an emphasis on measurable results and quality, and properly reported;
  • Number of policy papers, thematic briefs, pieces of legislation on Institutional Reform and Capacity Building Oversight developed in cooperation with the VRU stakeholders;
  • Timely submission of the regular performance reports.

Monitoring / reporting requirements:

Work-progress reporting/monitoring meetings will be held with the consultant on a regular basis. UNDP will be the final authority to control the quality and evaluate the work. No reports or documents should be published or distributed to third parties without approval of UNDP.

The consultant will work under the overall supervision of Project Coordinator.

The consultant will interact with UNDP Programme Coordinator and CO staff to receive any clarifications and guidance that may be needed. He/she will also receive all necessary informational and logistical support from UNDP Country Office and the Project. On a day-to-day basis, consultant's work will be supervised by the Capacity Development Specialist.

The satisfactory completion of each of the deliverables shall be subject to endorsement of the Programme Coordinator.

The Consultant will duly inform UNDP of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.

All reports and results are to be submitted to the UNDP in electronic form (*.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by UNDP).

Required Skills and Experience

 

Experience and qualification requirements

Education

  • At least Master's degree or equivalent in public administration, political science, law, international relations, social sciences or related field;

Experience

  • A minimum of five years of professional work experience in institutional reform and capacity building of public institutions at the national and/or international level;
  • A minimum of two years of leading /coordinating a team of experts;
  • Experience in supporting structural reorganisation, introduction of performance management and business processes reengineering would be an asset;
  • Experience in cooperation with parliament structures;

Languages

  • Fluency in English and Ukrainian languages is required

Skills

  • Excellent writing, communication and organization skills;
  • Mature judgment combined with a proactive approach to problem solving; excellent interpersonal and communication skills;
  • Ability to work in team;
  • Ability to work under pressure and meet deadlines;
  • Familiarity with the parliamentary reform and public administration reform in Ukraine;
  • Excellent analytical skills - provide not less than 2 samples of recent reports/analytical papers.
