Senior Program Officer: Research and Evaluation

The International Charitable Foundation 'Alliance for Public Health' announces external recruitment to fill the position of Senior Program Officer: Research and Evaluation.

The International Charitable Foundation 'Alliance for Public Health' is a leading non-governmental professional organization which makes a significant impact on the epidemics of HIV/AIDS, tuberculosis, viral hepatitis and other socially dangerous diseases in Ukraine in cooperation with state partners and civil society organizations through providing financial and technical support to relevant programs, which cover over 300,000 members of most vulnerable populations, which is the highest indicator in Europe. Alliance team includes over 100 professionals who are based in Kyiv.

Contract type: civil contract.

Core Requirements:

• Minimum of five years relevant experience in HIV- or public health or social science related researches which includes: Data analysis; Research Protocols/Proposal development; Program research management involving multiple stakeholders; Leading, managing and conducting research projects involving international researchers on issues related to HIV studies.
• University degree in public health, sociology, epidemiology or related field. (Ph.D or International Master degree is preferred).
• Consulting with program managers, decision-makers and policy actors to identify research needs.
• Strong writing and editing ability; experience in writing proposal sections and concept notes is preferred. 
• Strong skills in statistical data analysis using R/SPSS/Stata/SAS or other relevant software.
• Strong skills in databases management using SQL or other relevant language.
• Strong skills in qualitative data coding and analysis using MAXQDA or other relevant software.
• Strong skills in geo-visualization of epidemiological data.
• Knowledge and experience in planning and conducting social or epidemiological researches. 
• Knowledge in IRB requirements and operations is appreciated.
• Previous involvement in interventional studies or studies of program effectiveness. 
• Publications in peer-reviewed journals.
• Outstanding communication and presentation skills. 
• Self-starter, well-organized, with an ability to prioritize among multiple competing requests. 
• Ability to work under pressure and under tight deadlines. 
• Ability to proactively work independently and as an effective team member.
• High level of computer literacy, especially in Word, Excel, PowerPoint, Outlook. 
• Personal commitment, flexibility, efficiency and drive for results. 
• Excellent oral and written communication skills in Ukrainian and English.
• Able to travel up to 10% of the working time.

Responsibilities:

1. Manage the research proposal development process, including staffing, budgeting, research and writing. 
2. Write and edit research papers including reports, policy briefs, and publications for peer-review journals.
3. Develop new and maintain existing relationships with key stakeholders and researchers in Ukraine and worldwide. 
4. Provide research and data services to ensure that relevant Alliance activities are well informed and data driven.
5. Represent the organization as a spokesperson and advocate at conferences, shareholders’ meetings, policy meetings, and expert gatherings.
6. Analysis of HIV epidemiological and study data for the national, oblast and rayon level to monitor trends and peculiarities in order to develop focused recommendations for IHV case finding and treatment programs. 
7. Create regional profiles of different populations affected by HIV and thus need to be linked to care.
8. Support data collection and data analysis for key affected populations size estimation and HIV epidemic modeling. 
9. Monitoring HIV cascade indicators among different populations using surveillance and programmatic data.
10. Provide technical assistance to Public Health Center to conduct and analysis data of Integrated Bio-Behavioral Surveys. 
11. Support the data collection relate knowledge sharing within Alliance and counterparts. 
12. Monitor the international research agenda.
13. Leading the Alliance Research Steering Committee activities. 
14. Establish the Alliance Internal Review Board (IRB) and supervise its activities.
15. Undertake other duties as required.
