Position Specific Summary

The Biosurveillance and Health Security Specialist will work in support of a US Government-funded project for the US Biothreat Reduction Program (BTRP) to support enhanced biosurveillance, reporting, and response in Ukraine. The Biosurveillance and Health Security Specialist will focus on the development/implementation of projects and country/regional-level activities to provide training and expand regional understanding of internationally recognized programs, policies, and regulatory approaches to protect against the spread of transboundary disease. This position is a full-time, local-hire position that will report to the BTRP Biosurveillance and Research Manager based in Black & Veatch Special Projects Corporation's (BVSPC) Kyiv office, and includes the potential to require 20-30% domestic travel.

 

Key Responsibilities:

  • Support the development and implementation of Biosurveillance and Health Security initiatives as directed by the BTRP in Ukraine (BTRP-Ukraine)
  • Assist with supporting initiatives for sustainment of Biosurveillance and Health Security expertise in Ukraine regarding modern internationally recognized biosurveillance practices, approaches, and standards.
  • Conduct laboratory mentorship in support of integration and assist with implementation and sustainment of enhanced biosafety, biosecurity, and molecular diagnostics training in support of BTRP-Ukraine
  • Contribute to the development of reports, assessments, analyses, and plans (e.g., training, sustainment) pertaining to country-level/regional efforts of relevance to biosurveillance or other BTRP-Ukraine objectives
  • Contribute to the design, implementation, and sustainment of activities required to enhance/maintain Ukraine's network of laboratories working with EDP in accordance with international standards and in support of CBEP objectives
  • Assist the OCONUS Biosurveillance and Research Manager in Ukraine, who will provide direct oversight
  • Interact with colleagues to ensure effective integration of human health and One Health objectives within other components of BTRP-Ukraine

 

Position Specific:

  • Provide training and integration of BS&S efforts in support of CBEP objectives and assist with the implementation of approved training in molecular diagnostics, biosurveillance, or other areas of biomedical expertise as directed by BTRP-Ukraine
  • Provide training and coordination support for the Policy Development Discussion Group and other BTRP organized working groups with a focus on reviewing and commenting on biosurveillance and health security policy development and revision initiatives
  • Assist with conducting of site and procedural risk assessments, review of current and new facility designs, and procedures in compliance with BTRP-identified regulations and guidelines
  • Provide advice regarding matters related to the current need and technical capacity of Ukrainian participants, the continued support and integration of BTRP provided technology and supported methodologies, as well as the development of regulatory or legislative policy for BS&S in Ukraine.
  • Assist with development of science research project proposals and, if awarded, implementation of project activities and associated deliverables (e.g., reports)
  • Contribute to the support and sustainment of the Science Writing Mentorship Program (SWMP) and contribute to the mentorship of Ukrainian laboratory and diagnostics professionals https://swmprogramua.com/
  • Contribute to the organization and implementation of the annual BTRP Ukraine Regional One Health Research Symposium, including review and editing of submitted abstracts and conference presentations
  • Facilitate Ukrainian participation at BS&S-related events (e.g., conferences) and sustainment of expertise regarding internationally recognized BS&S practices
  • Attend meetings between BVSPC/Metabiota, US Government, sub-contractor, site recipient representatives, and others as may be required
  • Engage in other tasks in support of the Science Department, BVSPC and DTRA regarding BTRP-Ukraine as may be required
  • Other duties as assigned

 

General Job Requirements:

  • Fluency in English language required, including excellent written communication skills
  • Terminal degree (e.g., PhD, Master's) or equivalent in veterinary medicine, human health, biomedicine, or related discipline. Significant training in law with experience in the development and implementation of health security legislation or regulatory policy will also be considered.
  • Minimum three-five years' program management or health/security policy development experience required
  • Strong organization and planning skills, with good attention to detail
  • International collaborative work or peer-reviewed publications are a plus
  • Excellent team player and demonstrated multi-disciplinary collaborative experience
