Assignment

 Under the supervision of the IMPACT GIS/DB Manager and AGORA project Manager, the IMPACT GIS Officer is responsible for the processes and outputs related to mapping and spatial analysis in the country. He/she will manage production of static and interactive mapping products for all AGORA projects as well as providing required inputs for the development and streamlining of GIS solutions to local stakeholders on oblast, raion and hromda level. He/she will conduct office work, but also conduct field trips.

Possible  locations: Sloviansk / Mariupol / Sievierodonetsk

FUNCTIONS

1. Mapping Activities

The IMPACT GIS Officer will have overall responsibility for AGORA project map production activities in Ukraine. He/she will ensure the capitalization of tools and procedure related to mapping and spatial databases. Furthermore, he/she will support the assessment and field team in the collection and management of spatial datasets, verification and visualization of the collected data. He will coordinate all field-based GIS-activities including map production, printing, and other relevant GIS support requested by IMPACT or IMPACT partners.

2. GIS Activities

The IMPACT GIS Officer will support AGORA Assessment team in all activities which require GIS Analysis. Including, but not limited to, spatial proximity analysis, network analysis and geocoding activities. IMPACT GIS Officer will be also responsible for the visualization of the analysis results in form of paper or / and interactive map products.

3. Capacity building activities 

The IMPACT GIS Officer will engage on a regular basis with internal and external stakeholders to implement the capacity building component of the AGORA project. The IMPACT GIS Officer will support the identification of training needs, creation of tool design and implementation of capacity building sessions which will mostly target oblast level authorities on GIS (where capacity, although limited, already exists). The project will support existing information flows (from settlement to raion/hromada to oblast level) that can be exploited more efficiently by oblast authorities for their everyday planning.

4. Confidentiality and Data Protection

The IMPACT GIS Officer will maintain the strictest confidentiality of data and processes. He/she will actively take measures to prevent the unauthorized sharing of information and data.

Qualifications

  • Full working proficiency in English required;
  • Bachelor \ Master`s degree or equivalent professional experience in GIS, Cartography, Geodesy, Geography, Computer Science, Information Systems, Social Science or any relevant discipline;

Essential minimum technical qualifications:

  • Experience with ArcGIS Desktop or QGIS or ArcGIS Pro;
  • Understanding of basic cartography concepts and data management procedures.

Desirable technical qualifications:

  • Data processing and analysis experience using Excel / R / Python (pandas) / Tableau;
  • Experience with Remote Sensing technologies and software (ERDAS, ENVI);
  • Previous experience with mobile data collection tools (ODK, KOBO, Ona) and understanding of questionnaire design workflow is a strong asset;
  • Cartographic design skills and experience.
  • Some experience working with local authorities
  • Some experience in conducting capacity training activities
  • 1-2 years of experience in GIS or information management field, preferably in humanitarian or academic context is an asset;
  • Academic experience including research in any field using GIS technologies is an asset;
  • Presence of any relevant portfolio (GitHub account, web based-dashboard, OSM mapper profile, published maps) is a strong asset;
  • Good organizational, communication and interpersonal skills;
  • Flexibility and adaptability to ever-changing needs and responsibilities;
  • Excellent critical thinking and problem-solving skills, ability to work independently;
  • Ability to learn new concepts/build technical skills quickly.
