MdM has been operating in Eastern Ukraine since 2015, targeting the most vulnerable communities and people affected by the ongoing conflict by improving access and quality of health care services for the population in Luhansk Oblast and Donetsk Oblast. MdM maintains a coordination office in Kiev and field offices in Severodonetsk (Luhansk Oblast) and Bakhmut (Donetsk Oblast). The programme is currently implemented around three main components: direct delivery of healthcare services through multidisciplinary mobile units, including primary healthcare services (PHC), sexual and reproductive health (SRH), and Mental Health and Psychosocial support services (MHPSS); strengthening of local health system through capacity building of health and non-health staff, awareness raising and advocacy; support to the health system in response to COVID-19 pandemics in Eastern Ukraine.
From 2021 onwards the programme is designed to address the humanitarian-development nexus by linking the humanitarian assistance with transitional aid/development activities resulting in sustainable access to comprehensive primary health care services in communities affected by the conflict.
Main objectives of the position
The growing complexity of the MdM operations in Ukraine makes the cross-functional program monitoring and evaluation, as well as accountability and learning management tasks increasingly important to be able to ensure the quality of MdM’s programming, pull together comprehensive information and analysis to support program design, and develop comprehensive and/or enhance existing MEAL system to support operational and strategic decision making.
The overall objective of the MEAL Manager will be to manage the Monitoring, Evaluation, Accountability and Learning functions, as well as knowledge management across MdM programs in order to support quality programming and accountability towards beneficiaries, donors and other stakeholders.
Under the supervision of the Programmes coordinator, the MEAL Manager will contribute to the coordination between MEAL and Programme teams, taking an active leadership in the building evidence for the Ukraine mission’s programming and advocacy. S/he will be the overall lead for supervising the implementation and development of a MEAL strategy which promotes a culture of learning, accountability, and quality programming for the most vulnerable in the communities’ that MdM serves.
The holder of this position is expected to have strong coordination, organization and analytical skills, to ensure that all deliverables are produced in a quality and timely manner. The MEAL Manager will maintain regular contact with all staff involved in the monitoring and evaluation of projects and will assist the mission with all the tasks related to assessments, researching, gathering and analyzing complex data to identify trends, provide evidence for advocacy and develop reports with the recommendations for improvement. S/he will also be responsible for helping to create policies and procedures for tracking program performance and identifying and solving related issues.
It is expected that the Manager develops capacity-building activities, such as workshops or short training sessions, of the Mission’s staff members on the various related processes, which may be helpful to enable ownership and accountability of deliverables.
Planning and Development of MEAL processes:
--Verification – ensure verifications include baseline data for project requirements, oversee analysis and cleaning of all verification data sets
--Implementation monitoring – oversee reporting and feedback for distribution monitoring across all offices and follow up on lessons learned
--Post-distribution monitoring – ensure post-distribution monitoring data sets include baseline statistics, and prepare project-level PDM reports
--Results-based monitoring – lead on conducting baseline, midline and endline data collections, or other data collections as described in the overall project MEAL Plan
