MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL) ASSISTANT

MISSION

The humanitarian aid organizations “Medicos del Mundo” and “Arzte der Welt” are the Spanish and German division of the international network Medecins du Monde/Doctors of the World (MdM).

MDM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in the Eastern part of Ukraine.

The program is implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors); strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and advocacy.

GEOGRAPHICAL SCOPE OF INTERVENTION:

The incumbent is based in Bakhmut with frequent trips to locations within Bakhmut rayon of Donetsk oblast GCA.

JOB SUMMARY

S/he provides support to MEAL Officer in the planning and implementing the MEAL system in collaboration with operation and medical/mental health units.

FUNCTIONS

1.MEAL System planning and implementing

• Support and contribute to the development and maintenance of data management system through documentation and implementation of standardizes information flow of MEAL activities and reporting
• Develop and manage databases for the medical and mental operation in accordance to the MDM monitoring and evaluation procedures
• Develop data entry forms and reporting formats in collaboration with Medical Coordinator, Mental Health Coordinator, Health Manager, Mental Health Manager, MEAL Officer
• Assist MEAL Officer and program staff with data entry
• Assist MEAL Officer and program staff with data collection, data analysis and data visualisation
• Ensure that collected data is entered into database and analyze for all interventions and prepare periodic progress reports and other documents as required
• Ensure that data reported by the field teams meets the dimension of data quality
• Assist in analyzing and compiling the data to measure the progress and impact of project activities

2.Accountability and Learning

• Assist to the development and maintenance of  Complaints Response Mechanism (CRM)
• Assist in that project activities are designed to promote feedback and response mechanisms and include systems to effectively manage complaints and lessons learned

 3.Reporting

• Assist in producing MEAL reports containing summary data, reviewing overall performance against targets
• Support in preparing MEAL data for MdM advocacy team and program staff representing the organization in various advocacy, partner and stakeholder events.  
• Reply to general information requests with accurate information
• Research and retrieval of data from internal and external sources; preparation of statistical charts, tables and reports as required

4.Others

Any other duties that will be assigned by Field Coordinator  and MEAL Officer.

REQUIRED QUALIFICATIONS:

Academic background: University degree. Degree in social sciences and/or computer sciences is an asset

  REQUIREMENTS:

Language requirements:

• Ukrainian and Russian ((fluent written and oral)
• English (working knowledge)

Computer requirements: 

Good knowledge of Pack Office (MS Word, Excel, Access, Power Point,  Power BI) + other data management softwares (Kobotoolbox, GIS etc.)

 EXPERIENCE:

• At least 1 year experience in qualitative and quantitative data collection and/or data analysis
• Good knowledge of the software programs (MS Word, Excel, Power Point) is requirement
• Good knowledge of Kobotoolbox, GIS and Power BI is an asset
• Previous experience working with humanitarian organizations
• Ability to work quickly, under pressure, and with short deadlines
• Flexibility to adapt to changing requirements
