MHPSS Technical Lead Specialist

The humanitarian aid organizations "Medicos del Mundo" and "Arzte der Welt" are the Spanish and German division of the international network Medecins du Monde/Doctors of the World (MdM).

The MHPSS program is implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors); strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and advocacy in MHPSS.

For our program in Ukraine, to support our activities, we are looking for MHPSS Technical Lead Specialist. 

The position is based in Kyiv with frequent visits to the field bases located in Lugansk region (Severodonetsk, including Popasna and Stanitsa - Lugansk rayon) GCA and Donetsk region GCA (within Bahmut rayon).

Under the direct supervision of the MHPSS Coordinator and technical guidance of the MHPSS Technical referent from HQ, the MHPSS Technical Lead Specialist provides ongoing development of methodological framework, capacity building, supervision for MDM's MHPSS activities and provides technical support for their implementation on the field level aiming to ensure quality and do-no-harm provision of services, aligned with the good practices of emergency MHPSS intervention and humanitarian framework:

· S/he provides inputs for MHPSS Managers for technical part of implementation for MHPSS activities, in trainings, supervision, and M&E, IEC development: ( PM+; SH+; MH GAP);

· S/he is responsible for the development and review of training materials and co-facilitation of training, capacity building activities in areas such as community based MHPSS projects; GBV; integration of MH into Health;

· S/he participates in the national level MHPSS coordination mechanisms (international and national) in the area of technical capacity building (e.g. national scale up of MH Gap);

· S/he is responsible for participating in advocacy efforts for the use of evidence-based interventions in MHPSS in Ukraine based on the results of pilot projects;

MAIN RESPONSIBILITIES:

  • Design, planning, implementation of general supervision framework for MdM's direct service provision of MHPSS activities;
  • Plan, co-facilitate and supervise capacity building in MHPSS with the support of MHPSS Coordinator;

Programming

  • Support field teams in the implementation of MdM Mental Health and GBV Guidelines and procedures so all components of the programs are consistent and in line with international MHPSS standards and good practices;
  • Initiate and develop tools for assessing knowledge and skills to be used on the field level for training needs assessments for MHPSS teams relevant to the objectives of the existing projects and programs;
  • Support development and adaptation of IEC materials for MHPSS activities, for identified target audiences, ie. People residing at the line of contact, health workers, community level awareness;
  • Subordinates to MHPSS Coordinator, regular discussions/ communication to help enhance quality of program implementation with field MHPSS Managers;

Clinical supervision of MHPSS staff engaged in direct service provision

  • · Plans and provides clinical supervision for MU psychologists, and MH Officers in the format of group technical meetings
  • · Provides individual clinical supervision for cases upon request
  • Follows up on the case load of psychologists and identifies the areas to be addressed during the group supervisions, as well as support needed for individuals

Coordination with stakeholders 

Upon request of the MHPSS Coordinator:

  • · Maintains regular contacts with WHO and Centre of Mental Health of the Ministry of Health in area of technical capacity building programs based on evidence-based MHPSS interventions;
  • Attends MHPSS Working group at regional level on the topics related to MHPSS technical capacity building

Reporting

  • Develops and follows-up on the knowledge base development and M&E framework for MHPSS capacity building events: training reports; supervision reports
  • Identifies the needs in new interventions and tools based on the aggregated beneficiary MHPSS wellbeing data collected on the field level;

Others

  • Maintains good socio-professional relationships with national and international partners;
  • Attends team meetings and provide qualitative input;
  • Takes part in advocacy and communication activities under the supervision of MHPSS Coordinator;
  • Perform other additional duties on request of the MHPSS Coordinator.

The successful candidate must have:

  • Degree in clinical psychology, or other relevant to mental health and psychosocial support certified field
  • Knowledge and experience of working in direct service provision in conflict affected areas of Donetsk and/or Lugansk regions;
  • Experience in mental health and psychosocial support during emergency response, including support to survivors of gender-based violence;
  • In-depth knowledge of international guidelines and good practices in MHPSS, including IASC Guidelines for MHPSS and evidence-based interventions;
  • Experience in development and implementation of supervision framework;
  • Training design, content development and delivery;
  • Knowledge of Ukrainian policy and national guidelines on mental health and gender-based violence;
  • Knowledge of existing structure of referrals in mental health service provision;
  • MhGAP trainer desirable
  • Problement Management Plus, Self-Help Plus, desirable
  • Significant experience working with NGOs and INGO in humanitarian response;
