Medicos del Mundo (MdM) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including Spain. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.

For our program in Ukraine, to support our activities, we are looking for Monitoring, Evaluation, Accountability and Learning Officer (MEAL Officer), based in Severodonetsk with frequent trips to locations within Lugansk region (Popasna and Stanitsa - Lugansk rayon) GCA and Donetsk region GCA (within Bahmut rayon).

 

Under the management of the Grant Manager with close collaboration with Field Coordinators and technical supervision of Mental Health and Medical Coordinators s/he is in charge of developing and implementing the MEAL system in collaboration with operation and medical units, and of supporting the coordination team with reporting.

 

The MEAL Officer carries following responsibilities:

MEAL System development, implementation and follow up

  • To map the MEAL tools and practices utilized at mission level
  • To compile all donor and internal indicators/data collected to understand the MEAL requirements of the mission
  • Based on findings, to develop a coherent M&E framework, in collaboration with the coordination team
  • To oversee and support programs in timely development and implementation of monitoring framework and tool
  • To develop and implement the Monitool and ensure regular updating
  • To ensure that data reported by the fields meets the dimension of data quality
  • To centralize all data collected on the mission
  • To follow up the mission indicators
  • To propose, support and contribute to evaluations focusing on the overall performance programs
  • To produce M&E reports containing summary data, reviewing overall performance against targets
  • To identify M&E tools and material that can support MdM advocacy at local, country and international levels, in cooperation with the coordination team.

 

Accountability and Learning

  • Set up and maintain proper Complaints Response Mechanism (CRM) for activities where each complainant is properly recorded and responded
  • Establish good beneficiary feedback mechanism; the collection, management, analysis and integration of lessons learned
  • Ensure that all staff at all levels fully understand and promote accountability in general.
  • Ensure that project activities are designed to promote feedback and response mechanisms and include systems to effectively manage complaints

 

Reporting

  • To participate to mission documents production, especially proposal/ concept notes, interim and final reports, writing for institutional donors

 

Procedures

  • Maintaining full confidentiality for all work-related information and data
  • Provide data and information regarding activities always when necessary
  • Ensure that donor, partner and mission management data queries are addressed in an accurate and timely manner
  • Perform field visits to ensure the quality of data collected by staff and to verify its accuracy.

 

Training

  • Coordinate and provide refresher MEAL training for program staff as needed
  • Coach, train and mentor the Program team with the aim of strengthening their data collection and reporting

 

Other duties

  • Perform any additional duties on instruction given by the Grant Manager related to MDM project in Ukraine

 

Qualifications & Skills required:

  • Academic background: Minimum bachelor degree in social sciences and/or computer sciences

 

The successful candidate must have:

  • At least 1 to 2 years of Monitoring, Evaluation, Accountability and Learning experience (essential), preferably in non-for-profit sector
  • Previous experience in conducting quantitative and qualitative evaluations (surveys, social studies, technical papers etc...)
  • Previous experience working with international companies (business or non-for-profit)
  • Capacity to produce high-quality briefs and reports
  • Knowledge of M&E and statistics tools (Excel, SPSS or other databases, etc...) and Logical Framework
  • Excellent level of proficiency in Windows Excel and quantitative and qualitative analysis
  • Demonstrated ability to train and build capacity of others

  • Ability to work quickly, under pressure, and with short deadlines.
  • Necessity to manage priorities and to adapt them daily according to the context.
  • Flexibility to adapt to changing requirements and environment.
  • Cultural sensitivity and ability to work in a multi-cultural environment.
  • Ability to listen and share decisions.
  • Team player and good sense of humor.
  • Alignment with principles and ethics of MdM.
  • Flexibility to adapt to changing requirements and environment.

 

Language and computer skills:

  • English (fluent written and oral)
  • Ukrainian and Russian ((fluent written and oral)
  • Excellent knowledge of Pack Office (word, excel, access) + other data management softwares (Kobo, etc.)

 

We offer:

  • Fixed term contract until 31st of December, 2019 with possibility of extension

  • Salary according to the MDM salary Grid - 37124.0 UAH (including income and military taxes);
