JOB SUMMARY

The Partnership Officer will be responsible for supporting the subawards that are expected in each of the technical areas during the whole life cycle of subaward.

ESSENTIAL RESPONSIBILITIES

Sub-Grant Management & Compliance

  • Support the Partnership Manager in developing and publicizing solicitations for sub-recipient applications from local or international partners.
  • Participate in the review of applications.
  • Support in assessing subrecipient organizational capacity, including but not limited to technical and financial capacity, internal controls, risk analysis and establish risk mitigation plans.
  • Support in developing and negotiating subaward agreements (and later subaward modifications, as needed) with selected subrecipients, ensuring compliance with donor and organizational policies.
  • Assist with organization of subaward kick-off meetings and Lessons Learned Workshop.
  • Support in subrecipient administrative and technical capacity development as needed.
  • Support in racking subaward monitoring efforts by IMC, including but not limited to: review of regular technical/program and financial reports, site visits, monitoring and capacity building plans.
  • Monitor subrecipient compliance with the subaward terms and applicable donor requirements. Advise relevant staff and management on compliance issues.
  • Prepare site visit reports on internal controls, procurement, human resource management, asset management, and budget utilization of partners. Reports will contain site findings, explanation of findings, criteria and recommendation as well as the follow-up requirements.
  • Maintain regular communication with subrecipients regarding required compliance, reporting, and modification requirements.
  • Organize partners visits to IMC Office and field locations, IMC monitoring visits to partners’ office and field locations, meeting with partners in-person or via Skype, Zoom or other on-line platforms.
  • Document meetings with partners and internal staff (MoM, reports)
  • Support in establishing and maintaining key country office subaward files. Special attention should be given to key documentation, including but not limited to, the subaward agreement, selection and negotiation memo, risk assessments, modifications, key correspondence, donor approvals and other relevant documents.
  • Assist with subaward close out and internal audit reviews.

Partnership Expansion

  • In collaboration with the Partnership Manager conduct partner mapping for and create a database of potential local and international partners.
  • Support Ukrainian partners in the identification of potential funding opportunities.

QUALIFICATIONS:

    • Hold a degree in a related administrative or public health, social work, psychology, statistics, social science or related field or equivalent experience
    • Relevant experience in building capacity of local organizations and their staff
    • Knowledge and experience of donor rules and regulations
    • Strong verbal and written English communication skills required
    • Experience working with vulnerable populations
    • Good understanding of local context
    • Good grasp of technological tools
    • Strong ability to build and cultivate relationships internally, with partners and with external agencies.
    • Familiarity with project management cycles in humanitarian or development operations including proposal writing, assessments, reporting and evaluation.
    • Commitment to working for humanitarian programs. The candidate must share the values of the International Medical Corps and the goals of the project.
