The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. 

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000 field staff. 

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Dnipro, Poltava, Vinnytsia, Lviv, Donetsk, Luhansk, and Odesa.   

The ICRC is looking for an enthusiastic and motivated person to fill the positions of Operational Communication Officer in its delegation in Kyiv. 

PURPOSE: 

The Operational Communication Officer contributes to designing, planning and implementing communication projects and activities to engage key audiences on humanitarian needs and the ICRC’s operational response. He/She represents the ICRC externally and creates events to build the necessary understanding and acceptance of and support for the ICRC among key stakeholders.

ACCOUNTABILITIES AND RESPONSIBILITIES : 

  • Leading communication team’s influencer engagement strategy 
    • Networking and relationship building with people and entities influential on decision makers and public on humanitarian needs and the ICRC’s response;
    • Works with protection colleagues to network and building relationships with people and entities influential on affected people and their families;
    • Works with public communication colleagues to organize informal and formal media networking events; maintain and nourish networks and establish new contacts; 
    • Develops and implement delegation’s influencer engagement strategy and plans of action;
    • Identifies opportunities for networking and partnerships in Kyiv and across Ukraine.
  • Project management related to cultural and outreach events 
    • Works on providing of positive image / reputation of the ICRC, contributing to the understanding of social, political and cultural environment through participation in / organizing of relevant events (exhibitions, round-tables, forum, conferences, festivals etc. in on-line and of-line formats); curating exhibitions; 
    • Ensures speech and text writing for meetings, conferences; 
    • Open, Creative, flexible, forward-looking, dynamic, empathetic, innovative and solution oriented;
    • Lateral thinker capable of integrating multiple perspectives and finding creative solutions;
    • Able to meet deadlines and to work under pressure;
    • Ceremonies, press conferences, magazines, special editions, institutions’ internet sites etc.; 
    • Manages administrative/logistical/financial aspects of the events; 
    • Contributes to design and production of promotional materials for the events;
    • Ensure communication support to events, conducted by other units and ICRC sub-delegations and offices;
    • Assists with editing of public communication material.

MINIMUM REQUIRED KNOWLEDGE AND EXPERIENCE:

  • Ukrainian citizenship;
  • University degree or equivalent in a relevant field such as communications, social sciences, international relations or journalism;
  • Minimum 3 years’ work experience in a field relevant to public communication, community advocacy or engagement and events management;
  • Good command of English, Ukrainian and Russian;
  • Experience engaging with media and publishing, engaging on social media and creating content;
  • Good public speaking skills and ability to communicate to audiences in training settings;
  • Prior knowledge of International Humanitarian Law an asset;
  • Sound knowledge of the humanitarian, social and media environment in Ukraine;
  • Experience in engaging on social media platforms.
