Forensic Analyst 

Based in Kyiv

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000-field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Dnipro, Poltava, Vinnytsia, Lviv, Donetsk, Luhansk, and Odesa.

The ICRC is looking for an enthusiastic and motivated person to fill the position of Forensic Analyst in Kyiv.

Purpose: 

The Forensic Analyst helps process and manage cases and caseloads related to missing, separated and dead people as well as sites with human remains, with a view to providing answers to the families and ensuring dignified management of the dead. Supports forensic coordinator in analysis of information from cases and open sources, media monitoring, documentation of gravesites and is responsible for the organization, filing, archiving and update of data, documents and information of the forensic team in Ukraine.

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

Functional general responsibilities:

  • Supports the development of programs and projects (external or internal) and/or updates procedures and protocols for the (large-scale) collection of data on missing persons, the dead (presumed/identified/unidentified), sites with human remains, and related events (burial/transfer/storage/examination), obtained from different sources (Restoring Family Links Network, authorities, international organizations, open sources, public domain).
  •  Assesses and evaluates the data on individuals or events related to separated, missing and/or dead people (identified and unidentified) and proposes action to collect additional data or proceed with the next steps in the data cycle.
  •  Ensures quality assurance/quality control in the overall process of managing data related to the search for and identification of missing persons and supports changes to improve data management and caseload analysis.
  • Leads and advises on the implementation of forensic data management structures and guides and develops a sound methodology to appropriately process and interpret forensic data (related to deaths/burials, recovery, transfer, repatriation operations, reports of potential sites with human remains, missing persons). Triangulates and orchestrates data relevant to the search and identification process for missing persons. Leads the implementation of ICRC innovation tools is data collection (e.g device magic).
  • Ensures that individual cases (internal caseload) are duly processed, systematically updated, and followed up, including by providing input/advice on follow-up and action to be taken by the authorities, National Red Cross and Red Crescent Societies and/or ICRC teams from the Protecting Family Links and Missing Persons Unit and the Protection Data Unit who deal directly with the families and other parties concerned. Provides advice on cases handled externally when requested. 
  •  Interprets key trends/priorities for feedback into the ICRC’s ongoing response to the given humanitarian situation (e.g. regarding violations of international humanitarian law, mismanagement of the dead).
  • Supports teams from the Protecting Family Links and Missing Persons Unit/Training Unit of the CTA and Protection Division/Protection Data Unit within different ICRC structures in planning and developing procedures and information workflows regarding dead/separated/missing persons.
  • Conducts and/or participates in meetings, briefings, training sessions, and workshops on forensic issues/missing persons, both internally and externally, and prepares minutes of meetings and follow-up action. 
  • Translates and interprets written documents and oral correspondences between English, Ukrainian and Russian as needed.
  • Supports the implementation of the forensic program in Ukraine, particularly by providing administrative support in data management, data consolidation, archiving, an uploading forensic activities and documents in the institutional tools (Team Space – Prot6 - Mediahub).  
  •  Ensures that data is managed confidentially and in compliance with data protection rules.
  • Support the coordination and articulation of the forensic team and logistics through the Collaborative Demand Planning / Forecast (CDP) process, supply requests, and consolidation of figures of donations and forensic activities.

Required Qualifications and Skills:

  • University degree in forensic sciences, data analytical sciences, criminalistics, information analysis or intelligence analysis, or other relevant university studies (e.g. in criminal law, international humanitarian law/international human rights law or social sciences, or equivalent certified law-enforcement education). Qualifying work experience may be accepted in lieu of an advanced university degree.
  • Experience in the field of missing person investigations; background in disaster victim identification and/or case management in human identification an advantage.
  • Continuing education course and/or certification in legal/police investigation and/or analysis is an advantage.
  • Fluent command of Ukrainian and English. 
  • Computer proficiency: technological awareness and experience in using different databases or software tools for casework analysis and management.
  • At least 3 years’ experience in forensic or criminalistics practice, witness interview, (human rights) investigations, medicolegal investigation, or the interpretation of complex, multifactorial forensic case reports, (and law enforcement).
  • Experience in writing complex multifaceted reports an advantage.
