The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC also endeavors to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles. Vacancy Notice 

The ICRC Delegation seeks to fill the following position:

Communication Officer in Poltava 

PURPOSE 

Contributes to designing and leads the planning and implementing of the communication approach and resulting projects and activities in coordination with the management of the Poltava sub-delegation and with the delegation’s communication department. Represents the ICRC externally and building the necessary understanding and acceptance of and support for the ICRC among key stakeholders in the area of responsibility.

ACCOUNTABILITIES AND RESPONSIBILITIES 

  • Manage a broad range of communication needs in relation to the ICRC humanitarian response conducted from the Poltava sub-delegation.
  • Develop and promote communication practices and coordination within the sub-delegation
  • Develop messaging and support content generation about humanitarian situation and ICRC response in line with the operational priorities and desired identity of the sub-delegation; formulate the sub-delegation’s messages and speaking points in line with the delegation’s overall strategy 
  • Generate public communication content (text and images, audio-visual) on the needs in the area of responsibility and the ICRC response to them; propose content and stories for the delegation’s social media channels; propose select content to local media/ authorities 
  • Guide colleague in operational departments on how to provide stories and content their activities.
  • Contribute to defining communication and, where relevant, prevention objectives, strategies and plans of action for the area of responsibility, in line with the sub-delegation’s priorities and/or the delegation’s communication strategy.
  • Ensure adequate field communication analysis and intervention (e.g. perception management and community engagement) in line with operational priorities 
  • Ensure appropriate monitoring, evaluation reporting and documentation of communication activities 
  • Coach, train and oversee quality control of communication activities by the sub-delegation
  • Develop appropriate local strategies and tools for: operational communication, community engagement, promoting international humanitarian law (IHL, cooperating with RC/RC Movement partners, public and digital communication, information analysis/scanning and public affairs 
  • Supports the sub-delegation management and programs in networking with relevant stakeholders, and represents the ICRC to various audiences.
  • Follow humanitarian developments, as well as other issues relevant to the ICRC's reputation/ perception and capacity to operate in the area of responsibility, contributing to analysis.
  • Coordinate joint communication and prevention activities with the communication teams of URCS branches in the area of responsibilities to enhance URCS and Movement image and impact; ensure effective sharing of information during ad hoc crisis or major emergencies; support URCS communication teams to engage and communicate with affected communities

MINIMUM REQUIREDKNOWLEDGE AND EXPERIENCE:

  • University degree or equivalent in a relevant field such as communications, social sciences, international relations or journalism. 
  • Minimum 3 years’ work experience in a field relevant to public communication, community advocacy or engagement 
  • Good command of English, Ukrainian and Russian
  • Experience engaging with media and publishing, engaging on social media and creating content
  • Good public speaking skills and ability to communicate to audiences in training settings. 
  • Good knowledge of International Humanitarian Law an asset. 
  • Sound knowledge of the humanitarian, social and media environment in Ukraine
  • Experience in publishing and engaging on social media platforms
