Health Field Officer

Based in Donetsk

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000-field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Sloviansk, Severodonetsk, Mariupol, Donetsk, Luhansk and Odesa.

AIM OF THE POSITION

Health Field Officer contributes to implementing, running and monitoring the health programme(s) in cooperation with the health team, according to the objectives set out in the delegation's annual planning (Planning for Results -PFR) for a specific geographic area or field of activities. Based on the skills required for this position, s/he has the capacity to oversee programmes with a degree of autonomy (e.g. deliver services with autonomy and contributes actively to planning and coordinating health activities at field level).

 CORE RESPONSIBILITIES

  • Assists the Health Delegate in designing operational strategies and planning the health programme(s) at local/facility and national levels.
  • Implements health programmes within his/her geographic area or field of responsibility/ expertise.
  • Conducts assessments and regular field visits to monitor activities and health-related threats to the population.
  • Ensures the reliability of the collected information and participates in the analysis and reflection on the overall health situation;
  • Contributes to realistic project proposals in line with the delegation's objectives and priorities.
  • Helps organize meetings; advises staff members on various matters such as culture, politics, the economy, security, interprets at meetings and translates documents into local languages.
  • Liaises and builds networks with local stakeholders to facilitate communication on and coordination of activities, thereby ensuring more efficient implementation of health programmes.
  • Represents the ICRC vis-a-vis national authorities.
  • Preparation and follow up of medical orders.
  • Available to travel at short notice to other places in the country, to evaluate needs and/or bring assistance.
  • Participates in financial monitoring of the costs involved in the project(s)/ activities supported.
  • To maintain regular contact with medical interlocutors in the area of assignment (authorities, INGOs, staff in health facilities)
  • Support and if necessary translate in English for other members of the department during internal or external meetings.
  • The tasks and responsibilities defined above are not exhaustive and can evolve depending on organizational needs.

POSITION REQUIREMENTS

Education and professional qualifications

  • Nursing certificate or graduate medical doctor or other relevant health profession
  • Qualifications in public health or health management is a strong asset.
  • 3 to 5 years of total work experience (including 2 years of clinical experience) with minimum 2 years' experience in the humanitarian sector.
  • Fluent written and spoken command of the local working language as well as English.
  • Good computer knowledge.
  • Good connections with local health authorities or groups of interest for the ICRC.
  • Excellent knowledge of the assigned geographic area.
