The Program / Department / Team (Program / Department Summary) 

Mercy Corps’ Ukraine crisis response seeks to meet the humanitarian needs of vulnerable Ukrainians and other conflict-affected people where they are: displaced inside Ukraine, refugees in Poland, Romania and Moldova, or trapped behind frontlines. We aim to reach 500,000 vulnerable people with multi-purpose cash assistance, in-kind humanitarian support, and protection services across four countries. Almost all of our impact will be delivered in partnership: with Ukrainian, Polish, Romanian and Moldovan civil society organizations through a granting program that matches humanitarian action with capacity strengthening, and with peer international NGOs through a consortium in Ukraine.  Mercy Corps is responding to the Ukraine crisis with large-scale consortium programming with a focus on Multi-Purpose Cash Assistance (MPCA). The Consortium is a partnership between four international humanitarian aid agencies to model and deliver innovative, effective cash and other humanitarian assistance programs to support people affected by the Ukraine crisis within Ukraine.  

The Operations Department provides key support to the entire country program in procurement, asset management, warehouse management, fleet management and facilities & office management for successful program implementation.   

The Position (General Position Summary) 

The Logistics Officer is responsible for ensuring that Dnipro office has all needed supplies and services, assets registration and management, overseeing drivers and fleet movements, management of warehouse, where various office supplies are stored. Working closely with Procurement, Administration, Finance and Program departments, the Logistics Officer’s position is instrumental in supporting program activities through their services. 

Essential Responsibilities 

  • Ensure provision and proper storage of all needed supplies for smooth operations of Dnipro office, as per Mercy Corps policies and procedures, as well as donor rules and regulations. 

  • Manage the service agreements with various service providers for Dnipro office, such as cleaning services, hotel services, etc. 

  • Provide assets management for Dnipro office, including proper registration, storage and monitoring of Mercy Corps assets assigned to various staff members and common use. 

  • Oversee Dnipro office drivers and manage fleet, including proper documentation of logbooks and vehicle maintenance. 

  • Interact with contractors, in coordination with the procurement department representatives.  

  • Ensure that the required documentation of supplies and transactions are completed to standards.  

  • Ensure proper management of Mercy Corps warehouse in Dnipro, including completion of Goods Received Notes, storage of items and transfer of items to field sites. 

Team Management 

  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence. 

  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.  

  • Provide team members with information, tools and other resources to improve performance and reach objectives. 

  • Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes. 

Other Responsibilities 

  

  • Conduct him/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.  

  • Work with a positive, proactive attitude and demonstrate respect for all colleagues.  

  • Work effectively in an energetic, team-oriented environment. 

  • Perform mission critical responsibilities, as assigned by Operations Manager and Area Manager. 

Accountability  

Reports Directly To: Operations Manager, Dnipro 

Accountability to Participants and Stakeholders 

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects. 

Minimum Qualification & Transferable Skills  

  • Degree in a relevant business field or professional logistics qualification is desired.  

  • Minimum 3 years of experience in operations, logistics, administrative management and other related fields.   

  • Strong organizational skills; ability to interact effectively with international and national personnel.  

  • Excellent oral and written English skills.  

  • High level of computer skills on MS Office programs.   

  • A demonstrated ability to multi-task and process information into action as to not delay program activities.   

 

Success Factors  

The successful Logistics Officer will be good at problem-solving and work out methods to deliver successful programs while demonstrating excellent stewardship of donor funds and compliance with Mercy Corps and donor regulations. They will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a managerial and training capacity while demonstrating the ability to multi-task, meet deadlines and process information in support of changing program activities. The most successful Mercy Corps staff members have a solid commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.

Living Conditions / Environmental Conditions 

The position is based in Dnipro, Ukraine and it requires up to 30% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
