Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the Global Project “Supporting the Export Initiative for Environmental Technologies” to fill the position of the

Technical Advisor (full time, Poltava)

The Global Project supports the Export Initiative for Environmental Technologies, of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), in its efforts to improve the enabling environment and develop markets for the introduction and long-term application of innovative, integrated environmental and climate change mitigation technologies, as well as the development of innovative green infrastructure in selected partner countries. The global project is implementing these measures in five country clusters (ASEAN, Egypt, India, Jordan and Ukraine), as well as globally. The aim of the project in Ukraine is to support the development and implementation of waste management plans, with a focus on inter-municipal cooperation in the Poltava region.

Area of responsibilities:

  • Implementation of activities according to project goals, team agreements and/or consultations with the supervisor,
  • Plans and coordinates technical advisory services provided by the project;
  • Manages and monitors the budget in consultation with the Project manager and cooperation and relevant team members;
  • Participates in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach;
  • Support the design and acquisition of new projects in the sphere of international climate efforts, integrated environmental and climate change mitigation technologies, as well as green infrastructure;
  • Initiates, holds and follows up on regular steering committee meetings with key partners of the project;
  • Represents the project in local events, study tours and other platforms;
  • Support of the project’s initiative to provide professional advice and input to the target groups;
  • Conducting specific research needed for the project planning or implementation;
  • Carrying out specific tasks concerning the knowledge management in the project;
  • Integration of results and experiences into team efforts;
  • Planning, coordination and communication with the target groups of the project planned activities (trainings, conferences, round tables, working groups).

In this context the Technical Advisor fulfills the following tasks:

Co-ordination and monitoring


  • Co-ordinates activities and compiles an overview of project activities, deadlines etc. and presents it regularly in the team meetings;
  • Follows up the project monitoring system, updates information concerning the progress of project activities and results;
  • Assures the recording and writing of results of each activity and assures the quality management;
  • Observes topics directly related to the responsibilities through evaluation by the press, direct dialog, forum participation, public hearings, seminars, etc.;
  • Monitor operational budget plan for key events and controls the expenditures in cooperation with the project management;
  • Supports public relations activities for the project;
  • Supports short-term experts of the project to fulfil their tasks during their assignment and compiles relevant information for the activities.

Advisory and implementation of activities


  • Identification of needs for external support and advice of the multiple partner organizations and develops strategic approaches;
  • Develops together with short-term experts training material;
  • Coordinates and designs activities and other relevant project activities at the local level and in cooperation with the partners;
  • Elaborates technical documents for project activities;
  • Ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars;
  • Elaboration of the concepts and implementation of the e-Learning measures based on the partners needs.

Required qualifications, competences and experience

  • At least 3 years professional experience in international organizations and / or cooperation with those;
  • University degree in an area that is related to the project/programme objectives, with a focus on a relevant field (equivalent to BA or MBA);
  • Experience in organizing educational (including distant-learning) activities;
  • Experiences in project management;
  • Keen interest in the field of international cooperation for sustainable development in Ukraine with particular focus on climate action, integrated environmental and climate change mitigation technologies, as well as green infrastructure;
  • Intercultural communication and management skills;
  • Good self-organisation skills;
  • Customer and service-oriented attitude;
  • Willingness to upskill as required by the tasks to be performed;
  • Very good command of Ukrainian and English (orally and in writing), knowledge of German is an asset.

Employment conditions 

Full-time position with 40-hours working week till March 2023.
