Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in Ukraine is seeking for

U-LEAD | Ukraine - Local Empowerment, Accountability and Development Programme for a qualified staff member to fill the position of a

 

Public Infrastructure advisor (Kyiv 100%)

 

U-LEAD with Europe is a multi-donor programme of the European Union and its Member States Denmark, Estonia, Germany, Poland and Sweden. It supports the Ukrainian government in implementing the decentralisation and regional policy reforms and empowers municipalities to fulfill their new tasks and functions for the benefit of local citizens.

 

Responsibilities:

  • Designing, implementing and monitoring capacity development measures (including digital ones), pilot initiatives, etc. related to the public infrastructure at the local (amalgamated hromada, AH) level. For this assignment, the knowledge & experience in one or several following sectors of public infrastructure is required: waste-management, water supply, wastewater treatment, roads, management of communal enterprises, etc.
  • Analysing policy, Programme and public initiatives developments related to the assignment and preparation of high-quality briefs;
  • Proactively establishing and maintaining cooperation with various stakeholders;
  • Ensuring compliance with GIZ standards and rules in all aspects of the Programme;
  • Providing technical advice to GIZ team members and partners in the fields related to the local economic development;
  • Contribution to planning, monitoring & evaluation as well as reporting.

 

Qualification:

  • MA degree in the field of infrastructure (mentioned-above sectors), public management, business administration, economics, finance or other relevant fields
  • 5 years of professional work experience related to the design and implementation of activities in the field of public infrastructure management in one or several following sectors: waste-management, water supply, wastewater treatment, roads, management of communal enterprises, etc
  • Experience in managing development /designing technical documentation for public infrastructure projects in one or more mentioned-above sectors;
  • Work experience in the public administration and/or international organisations and/or NGOs;
  • Previous experience in designing and/or implementing capacity development measures at the municipal level (preferably in AHs) in the mentioned-above sectors

 

Other qualifications:

  • Knowledge of Ukrainian legislation related to public infrastructure in one or several following sectors: waste-management, water supply, wastewater treatment, roads, management of communal enterprises, etc
  • Sound understanding of public infrastructure particularities (in one or more mentioned-above sectors) at the local (AH) level;
  • Understanding and interest in current reform agenda, especially related to the local self-government (decentralisation) and regional policy reforms;
  • Excellent knowledge of MS Office;
  • Professional proficiency in English and Ukrainian. Knowledge of German is a strong asset;
  • Outstanding organizational and time management skills, ability to manage multiple tasks simultaneously, solve problems, manage and meet deadlines and maintain a high quality of work;
  • Reliability, confidentiality, flexibility and stress resistance;
  • High degree of loyalty, self-organization and motivation;
  • Team player with intercultural communication skills and service-oriented attitude;
  • Work experience with GIZ and/or other international organisations is an asset;
  • Readiness for frequent business trips to different locations within Ukraine.

 

Assignment:

Full-time position with 40-hours working week. The contract duration is until the end of June 2020. Prolongation possible.
