The Visibility and Communications Adviser


?
will join the Monitoring and Communications Team within the U-LEAD Directorate. This team is steering and advising on monitoring and reporting the Programme's activities, U-LEAD visibility in all media sources, as well as internal and external Programme and reform communication. Coordination with U-LEAD and GIZ staff in Kyiv as well as U-LEAD regional offices in all 24 oblasts of Ukraine, national ministries, media representatives, EU Delegation to Ukraine, Embassies etc. is required for ensuring effective communication and visibility of the Programme.

U-LEAD with Europe is a multi-donor programme of the European Union and its Member States Denmark, Estonia, Germany, Poland and Sweden. It supports the Ukrainian government in implementing the decentralisation and regional policy reforms and empowers municipalities to fulfil their new tasks and functions for the benefit of local citizens.

 

Responsibilities:

  • Implements and follows up on daily operational aspects of all issues related to PR, as well as the external and internal communication of the overall programme
  • Coordinates and technically steers the visibility experts of the U-LEAD regional offices in close coordination with the team leader and the head of unit of the U-LEAD Regional Operations Unit
  • Trains project units and regional offices staff including visibility experts in communications policy and procedures of GIZ, EUD and further relevant donors
  • Supports the team leader to provide advice to project management, units and regional offices on best ways to ensure the project's visibility and communicate the relevant messages
  • Ensures visibility & communication guidelines of the contracting authorities are respected by the whole project and its implementers
  • Is Co-editor of the government website "decentralisation.gov.ua", coordinates and edits news items for the website, coordinates English translation support to the website, edits and updates the official project subpage on the website
  • Supports the management of U-LEAD social media channels (Facebook, Twitter, etc.)
  • Develops and improves suitable communication instruments for PR as well as concepts for innovative forms of communication
  • Takes part in the preparation of high-level visits and other visibility events
  • Establishes and maintains contacts with project stakeholders, GIZ Country Office and PR departments in partner institutions
  • Coordinates visibility-related cooperation with project partners and external communication service providers (e.g. appraisers, agencies, photographers, trainers, copywriters)
  • Compiles information materials for media professionals (i.e. journalists, television reporters, channels, radio stations) attending programme events
  • Proofreads and checks all project external reports and visibility products.

 

Qualification:

  • MA or post-graduate degree in Journalism, Communication or in a related field (Creative Writing, Marketing, Social Sciences etc.)
  • At least 5 years professional experience in a comparable position
  • Proven experience in managing communication and outreach activities of an organization in a similar international context
  • Experience in liaising with stakeholders such as government officials, private actors, civil society and the press
  • Experience in working with media and social media on behalf of an organization
  • Native written and spoken Ukrainian and Russian; excellent command of the English language; knowledge of German is a strong asset
  • Knowledge of the Ukrainian government's reform agenda, in particular in the field of decentralisation
  • Very good working knowledge of IT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).

  • Excellent communication, writing, presentation and organizational skills
  • Ability to work flexibly and independently, often under tight deadlines
  • High degree of discretion, integrity and sense of tone
  • Willingness to travel frequently within Ukraine.

 

Assignment:

Full-time position with 40-hours working week. The contract duration is until the end of June 2020. Prolongation possible.
