Advisor for VET planning on Regional Level (full time, Kyiv)

 

The project "Vocational Integration of Internally Displaced Persons/EU4Skills" improves the employability of internally displaced in Eastern Ukraine and supports reform and modernize the system of Vocational Education and Training (VET) in Ukraine. The project is going to support the creation of the conditions for modern teaching and learning and will improve the quality of VET and its relevance for the labour market, contributes to sustainable and inclusive socio-economic development via better economic governance, increased diversification and higher labour productivity. The project will provide technical support and capacity development on the national (MoES, National Qualification Agency (NQA), i.a.) regional (such as the Departments for Education and Science) and local level (such as education providers and apprenticing companies). It will strengthen social partnership and structures such as regional VET councils to improve links between VET and employers from the public as well as the private sector.

 

Area of responsibilities

 

  • Cooperation and interaction between and among various VET stakeholders at regional level, including but not limited to regional VET councils, regional administration, employer associations and other social partners;
  • VET planning, governance and funding for regional level implementation, based on the vision 'Modern Vocational Education - reform concept for the vocational education in Ukraine;
  • Support national and international experts, agencies and subcontractors during the project inception phase;
  • Advise on training measures and consultancy activities for the development of vsrious regional VET planning, governance and financial documents, recommendations etc;
  • Ensure impactful contract management (prepare terms for experts, provide technical monitoring and steering of experts, check and follow up reports);
  • Coordinate concept for regional VET planning with VET councils and other relevant stakeholders;
  • Prepare, coordinate and document meetings and events on regional level;
  • Providing ongoing technical support and advice on the implementation of VET reform in the focus regions in coordination with regional liaison officers;
  • Report on progress of VET concept implementation on the regional level;
  • Establish structured exchange on lessons learnt with other VET related projects within Ukraine

 

Requirements to candidates

 

  • Extensive previous experience in working with institutions and initiatives within the VET sector;
  • Master's Degree in Economics, Social Sciences or equivalent qualification preferably with a focus on project management, education and employment in VET strategy development and implementation;
  • At least 5 years of professional experience in project management, planning and monitoring, grant and contract management;
  • At least 5 years professional experience in sustainable economic development, employment promotion, education and training;
  • Experience in establishing and maintaining business relations, strong communication skills.
  • Good knowledge of English language. Ukrainian is required. Knowledge of Russian and German would be an advantage;
  • Good working knowledge of ICT technologies and computer applications (e.g. MS Office)
  • Experienced to work in an international team;
  • Good self-organisation skills;
  • Customer and service-oriented attitude;
  • Willingness to upskill as required by the tasks to be performed;
  • Ability to work under pressure.

 

Employment conditions

Full-time position with 40-hours working week until July of 2021. Frequent travel to project regions is required.
