Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise that supports the German government in achieving its objectives in the field of international cooperation for sustainable development.

The Civil Peace Service (CPS) Program / Ziviler Friedensdienst (ZFD) was founded in 1999 as a cooperation of nine German agencies working in the field of non-violent conflict transformation with the German Federal Ministry for International Cooperation and Development as donor. GIZ is one of these agencies. The mission of CPS is to build peace with partners in conflict- and post-conflict societies around the world. Today, CPS programs are implemented in 22 countries. In Ukraine, the program started to work 2018 and is still developing.

The GIZ Civil Peace Service (CPS) country program in Ukraine focuses on a positive approach to diversity and on reducing prejudices and stereotypes. It aims to counteract social polarization in Eastern Ukraine by supporting education and community dialogue and promoting non-violent conflict transformation. GIZ CPS Ukraine cooperates with civil society as well as with state institutions.

Impact oriented "Planning, Monitoring and Evaluation" (PM&E) is a cross-cutting key feature in the conceptualization and management of CPS programs. There are special guidelines of CPS for PM&E which are based on the method of "Reflecting on Peace Practice" (Mary Anderson). In the strategic planning for the program and its components, realizable "theories of change" will be designed together with partners in a conflict-sensitive way. Other cross-cutting issues like human rights, gender equality and participatory approaches have to be integrated. For monitoring and reporting to the donor, results from all activities must be collected and aggregated in an efficient way.

We are currently looking for a highly dedicated and knowledgeable

Peace Building Advisor

to introduce and carry out instruments and methods of PM&E inside the developing program as well as for Ukrainian partner organizations of Civil Peace Service.

 

Responsibilities, duties and tasks:

The PM&E Advisor will work in close cooperation with the CPS Program Coordinator in the CPS Program Office in Dnipro. He/she has the following general responsibilities:

  • Performing all duties in the assigned area of responsibility
  • Ensuring that all tasks are carried out responsibly in a team-oriented way
  • Liaising with partners in a service-oriented manner
  • Maintaining a friendly and empathetic attitude to team members, partners and members of the target groups
  • Communicating efficiently with all partners and authorities with which regular contact is maintained
  • Plays a key role in the whole strategic and operational planning of the CPS program in Ukraine
  • Assesses the capacities of local partner organizations, in particular related to impact-oriented and conflict-sensitive PM&E
  • Provides advice and trainings on PM&E for partner organizations
  • Co-organizes and co-facilitates joint PM&E workshops of CPS and partners
  • Enhances the integration of cross-cutting topics like do-no-harm, human rights, gender equality and participatory approaches in all PM&E processes
  • Contributes to the continuous context and conflict analysis of the CPS team
  • Assists the Program Coordinator in the monitoring of the achieved results of the overall program
  • Prepares evaluations of the achieved results (in a later phase of the program)
  • Contributes to the knowledge management of the CPS team and of GIZ
  • Takes actively part in creating an international network of CPS PM&E advisors for exchange of experience and expertise on PM&E
  • Performs other tasks within the CPS team according to needs and available resources (tasks to be agreed upon with the supervisor as annual goals)

 

Requirements

  • university degree in social or political science, peace and conflict studies, education or psychology (equivalent to MA)
  • Preferably certified additional trainings in the fields of peace work (if possible in Do-No-Harm, Reflecting on Peace Practice, Peace and Conflict Analysis) or in the field of planning, monitoring and evaluation; human rights, gender equality and/or participatory approaches
  • At least three years of professional experience in strategic programming and management (preferably of peace interventions or humanitarian assistance), comparable positions in other organizations
  • Proven commitment and experience in civil society-based advocacy work for peace, democracy, education, human rights or gender equality
  • Substantial experience as a facilitator of workshops and seminars
  • Experience in cooperation with state institutions (ideally in the educational system) as well as non-governmental organizations
  • Strong intention to achieve goals and to enhance innovation in the local context
  • Interested in an intercultural working environment
  • Willingness to learn and upskill as required by the position (capacity measures will be agreed annually with the supervisor)
  • Acceptance of frequent duty trips in the regions of Dnipropetrovsk, Kharkiv, Zaporizhzhya and Kiev, possible international duty trips
  • Excellent knowledge and understanding of local contexts and sensitivities
  • Very good communication and negotiation skills
  • Native speaker level of the Ukrainian and/or Russian language
  • Excellent command of the English language
  • Very good working knowledge of IT technologies (related software for personal computer and smart phone) and computer applications (e.g. MS Office)

 

Employment conditions:

  • Full-time position with 40-hours working week.
  • Duration of the contract: until 31.12.2020 with a high probability of possible prolongation
  • Location: Dnipro, Ukraine
