Senior Project Manager (Donor Coordination)

1.Objective(s) and linkages to Reforms

The Reform Support Team (RST) at the Ministry of Economy of Ukraine (MinEconomy) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by international donors to provide targeted technical support and assist the Ministry of Economy in the design and implementation of priority reforms.

MinEconomy has developed strategic priority projects to recover the economy of Ukraine during both wartime and post-war. The implementation of most of these projects requires a significant amount of funds and joint efforts of all stakeholders.

MinEconomy is working to attract investment and international technical and financial assistance, which requires close coordination with international donors and international financial institutions (IFIs) in a coherent, systemic, transparent, and accountable manner. At the same time, in the public sector, there needs to be more capacity to build business processes for quality work on fundraising and methodical work with donors. Due to that, MinEconomy has a request for in-depth donor coordination expertise.

2. Position and reporting line

The Senior Project Manager (Donor Coordination) directly reports to the Senior Project Manager (who reports to the RST Director).

3. Duration and proposed timeframe

The initial consultancy assignment is expected to start on 26 April 2023 and has an estimated duration of 31 August 2023. Subject to the availability of funding, the performance of the selected consultant, and the specific needs of the RST, this appointment may be extended. 

4. Main Duties, Responsibilities, and Deliverables

Duties and Responsibilities:

  • Leading fundraising efforts and proactive outreach to international donors and IFIs and to mobilize short-term financial support and longer-term assistance for MinEconomy’s strategic priority projects contributing to economic support and recovery.

  • Assisting MinEconomy in organizing business processes to improve the coordination of international financial support and in reaching a new level of cooperation.

  • Assisting MinEconomy and its departments with preparing the terms of reference and other technical documentation to international partners and IFIs for MinEconomy’s strategic priority projects contributing to economic recovery.

  • Supporting the Minister, Deputy Ministers and RST in their engagement with international partners and IFIs, including but not limited to developing meeting agendas and facilitating the discussions.  

  • Developing and managing capacity-building initiatives to improve the Ministry's ability to conduct strategic and operational cooperation and coordination with international partners. 

  • Conducting ongoing funds needs assessment for the Ministry (including gaps analysis, mapping of the donors’ projects, identification of their priorities within the Ministry’s strategic project portfolio, etc.). 

  • Monitoring and evaluating the impact of donor-funded programs and projects on the economy of Ukraine. 

  • Assigning tasks to other team members as needed.

  • Preparing timely and quality reports and status updates on donor coordination progress.

Deliverables:

  • Effective cooperation and coordination with international partners and IFIs is set up and well-functioning;  

  • At least 4 trainings for MinEconomy representatives on building capacity of interaction with international partners (writing ToRs and other fundraising necessary documents, communication skills, business process of fundraising, etc.);

  • On MinEconomy’s request, at least 5 ToRs developed and sent to the international partners;

  • At least 2 ToRs (applications) approved by donors; 

  • Donors’ engagement strategies and plans are developed and effectively implemented.

  • The supporting technical documentation on MinEconomy’s strategic priority projects to international partners and IFIs is well-prepared and delivered on time.  

  • Ongoing communication with stakeholders is in place.

  • Regular updates on donor coordination activities are provided. 

5. Qualifications, Skills, and Experience

  1. Qualifications and skills:

  • Master’s degree in economics, political science, international relations, project management, public policy or law.

  • Strong analytical, communication, and presentation skills.

  • Experience in multitasking and demonstrated ability to work in a team.

  • Experience in project/program planning and project/program management.

  • Experience in fundraising, technical advice, and donor coordination is an asset. 

  • PC literacy (PowerPoint, Project, Excel, Word; Visio is an asset).

  • Fluency in Ukrainian and English.

  1. Professional experience:

  • Minimum 10 years of general professional experience.

  • Minimum 5 years of experience in economics and/or finance and/or international technical sector. 

  • Minimum 1-year experience in fundraising and donor coordination assistance.


  1. Other experience:

  • Proven knowledge and skills in writing ToRs and other fundraising documents.

  • Proven knowledge and skills in capacity building in drafting project proposals and technical documents is an asset.

  • Experience in working with multidisciplinary teams is an asset.

  • Understanding of strategic economic needs and Ukraine’s needs for assistance to stabilise Ukraine’s economy.

  • Ability to operate independently in political, diplomatic and business environments; diplomatic skills required for regular contact with senior national and international officials.

6. Funding Source

The funding source of this assignment is the EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). Contributors to the MDA are Denmark, Finland, France, Germany, Italy, Japan, the Netherlands, Norway, Poland, Sweden, Switzerland, the United Kingdom, the United States, and the European Union, the largest donor.
