Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighbouring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.

In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris.

The UNDP Country Office in Ukraine sought to reposition itself strategically and realign its human resources to better respond to the Country Programme Document (CPD) 2018-2022 and the articulated need to work in a more integrated and collaborative manner to help Ukraine address interrelated development challenges and achieve sustainable development, particularly in those regions which have a high level of poverty.

The change process in UNDP Ukraine is anchored in two fundamental components: 1) Actively positioning UNDP for emerging opportunities arising for the SDG implementation, as reflected in the CPD 2018 — 2022, as well as implications of the UN development system reform; and 2) Adopting a new resource management paradigm, as the global funding landscape for development cooperation is transforming. As such, UNDP is systemically changing how its institutional activities are financed and Country Offices are compelled to unlock new business models that enable our programmes, projects, and services to create the development impact we seek while our offices are increasingly self-sustaining and able to scale up and down on an ongoing basis.

Drawing on the above, a new programme portfolio design has been developed whereby the CO will use three work streams, which will align existing project-level interventions behind programmatic portfolios supported by an Operations Team. These are: 1) Democratic Governance, 2) Environment and 3) Inclusive Development, Recovery and Peace Building

Given the imperative to support the country in the implementation of the SDGs and improve human development in the most excluded and vulnerable populations, the interconnection among these areas, providing an integrated approach to advocate for sustainable Human Development and reduction of inequalities, is a priority for the CO.

Post Context

In this context, and the direct supervision of the Team Leader, Environment, the Programme Analyst provides overall quality assurance of CO’s programme management and delivery within the energy and environment portfolio.

Generating analytics and reviews that measure quality standards and identifying potential trouble areas the Programme Analyst is the necessary partner function to programme innovation. Analysis and advice provided by the Analyst are focused on design, delivery as well as systems, tools and work methodologies that impact quality and effectiveness of the country office. The Programme Analyst systematically reviews new approaches for viability and acts as a sounding board for both technical rigor and performance standards.

Notably, the programme analyst plays an important role in analizing political, social and economic trends, coordinating risk analysis and mitigation strategy and participates in the formulation, management, implementation and evaluation of the UNDP Ukraine CO programme activities, generating analytics and reviews that measure quality standards and identifying potential trouble areas.

S/he works in close collaboration with programme and operations colleagues as well as the quality assurance and reporting team. S/he liaises with programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

The incumbent will also endeavour to contribute to collaborative policy discussions under the oversight of senior management, with project staff to ascertain emerging needs in the thematic area as well as opportunities to capitalize on new or innovative programme strategies as well as to ensure coherence of programme strategies and activities.
