The project titled Support for the Rule of Law Reforms in Ukraine in the Areas of Police and Public Prosecution and Good Governance (PRAVO Police) Project is aimed at enhancing the capacities of the law enforcement agencies of Ukraine, in particular the National Police of Ukraine, to effectively investigate crimes by improving of the NPU's professional and technical capacities in crime scene management, evidence collection and protection, interrogation, improvement of the coordination between the parties involved into pre-trial investigations.

The PRAVO Police Project is funded by the European Union (the EU), implemented by the United Nations Office for Project Services (the UNOPS) in coordination with the European Union Advisory Mission (the EUAM).

Criminal investigations are one of the top responsibilities of the law enforcement agencies. Despite the complexities of the process, criminal investigations' purpose is simple - it is to restore justice and ensure people's safety by preventing and countering crime. Therefore, the quality and efficiency of the criminal investigations in Ukraine are one of core pre-requisites for the trust of Ukrainians towards National Police of Ukraine, Prosecutor's Office and other law enforcement agencies involved in criminal investigations.

Modern crimes present a challenge for most advanced law enforcement agencies around the world. Equally, growing sophistication in technology available and equipment present criminal investigators with a more robust set of methods to pursue investigation process. Despite the absence of the so-called "golden standard" in the criminal investigations in the EU countries, one could extract universal pre-requisites for the efficient and successful investigations. Importantly, each of those pre-requisites is grounded in respect for human rights as a universal value for all the stakeholders of the investigation process, including potential suspects.

 

Education

  • A master's or bachelor's university degree in police studies, criminalistics, forensics, criminology, law or related fields or a a police/professional diploma combined with additional years of qualifying work experience may be considered in lieu of the university degree.

Experience

  • A minimum of 5 years with master's degree or 7 years with bachelor's degree or 9 years with police/professional diploma of relevant experience in crime scene investigation/ /forensic technician/forensic incumbent in CSI is required.
  • At least 2 years of experience in the implementation of projects or conducting training courses related to institutional development law enforcement, rule of law and justice sector is required.
  • Experience in evaluation, mentoring and coaching is required.
  • Experience in developing and delivering training materials for law-enforcement personnel is required.
  • Experience in coordinating bilateral and multilateral agencies to implement governance projects in the countries is preferable.

Languages

Fluent written and spoken English is required. Working knowledge of Russian and/or Ukrainian not required but would be an asset.

 

Offer
