MEAL and Area Coordinator (Sievierodonetsk)

The Arbeiter-Samariter-Bund (ASB) is a German aid and welfare organization. ASB is active in the fields of social protection, rescue services and social welfare services. Since its foundation in 1888, ASB has acted as a politically and denominationally independent association ensuring a high level of continuity and reliability.

 

ASB's Foreign Aid Department provides both direct emergency relief to people hit by man-made or natural disasters and longer-term rehabilitation measures designed to promote recovery and to rapidly help restore the livelihood of refugees, internally displaced persons and other vulnerable groups. The ASB Foreign Aid Department is represented with the country offices in Bosnia and Herzegovina, Georgia, Greece, Haiti, Indonesia, Iraq, Kosovo, Nicaragua, Niger, Philippines, Serbia and Ukraine.

Since the beginning of conflict in Eastern Ukraine in 2014, ASB has been implementing humanitarian interventions in the country in cooperation with its local partner, Samaritan Union of Ukraine (SSU). In 2016, ASB opened a representative office in Ukraine to coordinate the relief operations in the country.

Currently ASB Country Office in Ukraine is looking for an experienced MEAL and Area Coordinator, who will be in charge of MEAL team and ASB field office during implementation of the multisectoral humanitarian project in the 5-kilometer zone along the 'contact line' (government-controlled areas of Luhansk and Donetsk oblasts). The project supports the conflict-affected populations with food, hygiene and winterization assistance as well as with psychosocial support.

MEAL Coordinator will be based in Sievierodonetsk, with regular trips to the project area.

Duration: initial contract until 13 June 2021, with the possibility of extension

Start: December 14, 2020  

Location: Sievierodonetsk, Luhansk oblast, Ukraine

Vacancy: National position

Salary: ASB offers a competitive salary commensurate with experience

Key responsibilities include:

Monitoring, Evaluation, Accountability and Learning (MEAL)

  • design and manage needs assessment, beneficiary selection and post-distribution exercises
  • prepare M&E and PDM reports
  • lead data collection (focus group discussions, key informant interviews, surveys, etc.)
  • develop and implement M&E plans, logical frameworks, evaluations
  • provide accurate MEAL data for project proposals, reports to donors, etc.
  • establish and monitor the implementation of the feedback and complaints mechanism and AAP (accountability to affected populations) system
  • provide on-the-job trainings for ASB staff and workshops for partners
  • perform other duties as requested

Area Coordination

  • on behalf of ASB, lead communication with local authorities, UN agencies, humanitarian and development actors, suppliers as well as other stakeholders at a field level
  • management of ASB permanent and temporary staff in the field
  • organization and coordination of field visits
  • ensure smooth operation of the field office (programme, HR, logistics, visibility, etc.)
  • perform other duties as requested

Key Requirements

Education

  • University Degree in Social Sciences, Economics, Statistics, Demography or related field

Experience

  • proven experience in design and implementation of MEAL tools, preferably in an international humanitarian NGO
  • Minimum two years of team coordination experience, preferably in an international humanitarian NGO
  • Demonstrated experience in qualitative, quantitative and participatory M&E methods
  • Experience in the field of food security and cash programming is desirable

Knowledge

  • Understanding of humanitarian principles (Core Humanitarian Standards, Sphere Minimum Standards, etc.)
  • Excellent written and spoken English
  • Fluency in Ukrainian and Russian
  • Advanced knowledge of Microsoft Office (Excel, Word, PowerPoint) and data analysis software

Personal characteristics

  • Ability to lead a team
  • Strong analytical and problem-solving skills
  • Excellent communication, negotiation and interpersonal skills
  • Ability to work under pressure
