Labor Safety Specialist

Purpose of Role:

• Development, organization and control of the adherence to the demands of the corporate and local system SSE, adherence to the current legislation of Ukraine, labor safety in scope of the responsibility.
• Development and implementation of the effective system to control the labor safety, optimization of the area and improvement of its effectiveness.
• Cooperate with the plant departments in order to control the employees' adherence to the labor safety, hygiene of the working area requirements.
• Pillar member of the HS&E Team. 'Integrated Lean 6 Sigma (IL6S)' cultural change throughout the organization through functional capability building and driving/applying IL6S work processes

Main Responsibilities:

• Develop the system, organize and conduct complex control of the adherence to the current legislation of Ukraine, corporate and local standards, regulations, statutes and instructions of labor safety rules by plant departmentі, providing staff with compensations and benefits
• Develop projects of measures to optimize and improve working conditions at the plant and report to the direct manager.

Control:

• plant sections regarding the compliance with applicable legislation, regulations, standards, rules, regulations, instructions of Labor Safety;
• timely conduction of necessary tests by appropriate services and technical reviews of equipment, machinery. Regulations and instructions for safety, security standards work in production process, as well as in projects of new production facilities and those reconstructed; participation in taking them into operation;
• Compliance with technical processes among employees, the handling of machinery, equipment and other means of production, the use of collective and individual protection in accordance with Safety requirements. Organizes control for safety behavior of employees, maintains records and analyses planned tasks implementation.

Control timing of special Labor Safety trainings. Organizes refresh special training and testing of Labor Safety knowledge. Document training results.

Organize external training for responsible and members of the Commission for verification of knowledge on labour safety.

Provide employees with information as to Labor Safety using information tools. Update training matrix as for Labor Safety issues.

Personally take part in the assessment of the technical condition of equipment, determine its accordance to the safety requirements, in established order, and apply measures to stop its usage if required.

Conduct introductory instruction (training) on employees, visitors and contractors Safety. Check professional skills of contracted personnel before providing them with permits for work performance, maintain database for contracted employees.

Record and conform work permits for conducting tasks within site territory. Control performance of measures, provided in work permits.

Approve labor safety instructions, develop and personally conduct training for employees, organize and conduct trainings of all the labor protection regulations, safe working methods for the employees.

Сooperate with Labor Safety Authorities within functional responsibilities; control over fulfillment of government prescriptions concerning supervision in the area of labor safety.

Organize and take part in investigating labor and fire safety incidents, professional and non professional diseases, conduct root cause analysis, analyze effectiveness of introduced measures concerning incident prevention.

Organizes and takes part in observation process over safe behavior; updates database and makes reports.

Take part in creating the appropriate article in the collective agreement of the company concerning staff working conditions improvement.

Conduct timely reports in terms set by the statistical bodies, prepare and send corporate S&E reports.

Cooperate with the department manager in the development and introduction of corporate labour safety procedures in the range of responsibilities.

Make inspection of Mondelez management system in line with international standards ISO 9001:2000, ISO 14001:2004, ISO 22000:2005 and OHSAS 18001:2007 by conducting internal audits of processes in accordance with PQ-8.2-01 "internal audits of Mondelez management systems."

Control the completeness and timeliness to provide workers with special clothing, footwear and other means of individual and collective protection in accordance with legislation.

Organize and conduct regular medical checks of plant employees.

Entitled to issue obligatory directions concerning drawbacks removal to department managers, obtain the necessary information, documents and explanation concerning labor protection.

Entitled to demand the dismissal of the employees, who did not complete medical examination, training and instructing courses, tests and are not allowed to perform works and do not comply with current legislation on labor safety

Entitled to interrupt (initiate interruption) the production, mechanisms, equipment in case of breaking the regulations, which can be dangerous for employees' life or health.

Entitled to prepare documents to make responsible the employees breaking the regulations on labor safety.

Entitled to involve, in consultation with functional management, professionals to conduct inspections of Health and Safety.

Take part in preparing and forming the expenses (budget) within the spheres of responsibility. Work out and implement measures to optimize costs

Performs chief duties in case of his absence due to the important reasons (without release of main job duties) and is responsible for the proper performance of delegated duties and/or organizational authority at the same extent as performance of other duties and organizational authority under this job description.

Liable for proper fulfillment or failure to fulfill the official duties provided by this job description - to the extent set by the current labor legislation of Ukraine

Liable for material damage - to the extent set by the current labor and civil legislation of Ukraine

Is responsible for compliance with the local requirements on personal, labor and fire safety, environment protection, quality and food safety as well as corporate policies and standards pertaining to the above spheres (e.g., QCMS, HACCP, SS&E) and other applicable international standards (e.g., ISO 22000)

Qualifications

University degree or comparable education in this area

At least 2+ years of professional experience on relevant position

First aid skills

Knowledge of Methods of Safety conditions studies on work places

Organization of Labor Safety work

Organization of Labor Safety Standards system

Psychophysical requirements to employees, coming out from difficulty of works, limitations in use of women's labor, teenagers, employees of easy work

Proficient PC skills

Advanced English
