Medecins Sans Frontieres (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. We offer assistance to people based on need and irrespective of race, religion, gender or political affiliation. MSF Ukraine is looking for:

 

PHARMACY SUPERVISOR (ZHYTOMYR CITY)

 

Main duties:

· Advise on storage, stock management and supply processes of MSF donations stored in the TB dispensary central pharmacy stock, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material. This will be done according to internal protocols, national regulations and in cooperation with the logistics/supply department and the pharmacy team of the TB dispensary.

· Assist on Coordinating of the delivery, reception between Kiev warehouse and TB dispensary pharmacy; in close coordination with the logistics/supply department and TB dispensary pharmacy, and answering of the technical questions which might be asked by the TB dispensary pharmacist during reception of dispatch orders.

· Coordinating of drug donations between Kiev warehouse and different health facilities within Kiev and Zhytomyr, in collaboration with the team.

· Making sure that recording of all pharmacy movements (IN and OUT) and inventories is taking place in the hospital pharmacy software.

· Performing of regular inventories of MSF donated stock, stored in the dispensary central pharmacy - besides making of inventory reports and discrepancy reports and to be shared with the line manager and technical referent.

· Reporting on drug consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting future needs, in order to rationalize the budget and to ensure availability.

· At the project level, assuring good quality of drugs and consumables which are dispensed to beneficiaries; this includes answering of the technical questions coming from supply team during dispatch orders and international orders, reporting about any quality problems, and making sure that all of the medical local purchases are centralized through the mission pharmacy manager who acts as the quality focal point in the mission.

· Understanding, reviewing and analysing of the order/supply cycle of drugs and medical items between the TB dispensary pharmacy and end-user units; including hospital departments and ambulatory care.

· Reporting of any identified gaps, and proposing of corrective and preventive solutions (i.e. incomplete registering of consumption, unreported discrepancies, wrong dispensing practices, etc.) within the order/supply cycle between the dispensary central pharmacy and end-user units.

· Supporting and on-job training of MSF patient support team to collect pharmacy related data (i.e. tally sheet, assessment forms, etc.) at ambulatory care level, and working in collaboration with the patient support team and epidemiology team on how to improve pharmacy data collection and analysis at the project level.

· Supporting on-job trainings for the MOH medical staff in charge of stock management and dispensing at the level of end-user units (IPD, LAB, TB cabinets, FAPs).

· Analysis of the pharmacy data which is collected by the beneficiaries' support team (i.e. pharmacy assessment forms, tally sheet, etc.) and building of a pharmacy database; in collaboration with the EPI team, which can give an overview about the consumption patterns, stock-outs and discrepancies in different ambulatory locations.

· Reviewing of the database of patient's regimens, no. of enrolees per cohort and the percentage of usage of each drug - to be able to quantify TB drugs for international and local orders.

· Monthly reporting, analysis and overview of pharmacy consumption (i.e. distribution from central stock to end-user units), and stock balances in Kiev warehouse and TB dispensary pharmacy, pipeline, no. of months, expected stock ruptures, overstocks, close to expire, etc.

 

Requirements:

 

Education

· Essential degree or diploma in pharmacy.

· Essential computer literacy (word, excel, internet).

 

Experience

· At least 1 year certified work experience as a pharmacy manager.

· Fluent English, Ukrainian and Russian

Closing date: October 23, 2019 (due to the urgency of this position the recruitment can be finalized before the closing date of the position).

Type of contract: civil law agreement for three months, extendable with labor agreement.

Gross monthly salary: 26 664 UAH before taxation.
