Capacity bulding officer

Functions:

Project management and reporting 

  • Develop / Contextualize ACTED’s global GOCA methodology in country, adapting it to the needs of the SEED project, among others
  • Conducting multiple assessment of local partners using GOCA tool and other assessment instruments.  
  • Support  Program Managers,  Partnerships Technical Coordinator, and Partnership Officers with the development and implementation of capacity building initiatives for partners.
  • Supervise capacity development and strengthening activities and events for partners.
  • Provide guidance on development and implementation partners ‘organizational development strategies, plans, and activities, including assessment, action planning, implementation, and evaluation.
  • Collaborate with the Partnerships Technical Coordinator and Monitoring, Evaluation, and Learning (MEL) Specialists to ensure capacity development activities are closely monitored and documented throughout implementation and that actions are taken to continually improve activity performance (including re-orienting and adjusting strategies when needed).
  • Build and maintain strong working relations with key stakeholders, beneficiaries, and partners. Provide effective and timely responses to inquiries and concerns.
  • Provide support to aspects of securing additional project funding and strategic communication including information gathering, positioning, proposal development, etc.
  • Ensure effective project collaboration, coordination to build synergies across programs for maximum impact.

Logistics 

  • Send accurate and precise order forms in a timely manner if requested by the line manager, 
  • Confirm quality of material selection when applicable, 
  • Ensure a proper management and use of the project assets and stocks,
  • Plan team movements based on available fleet and applicable policies.

Finance 

  • Support the line manager in reviewing the BFU(s) and provide accurate forecasts,
  • Support the line manager in forecasting monthly cash requirements of the project and submit to AC.

HR

  • Commitment to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with line Manager/TC/HR Dept.  
  • Supervise recruitment of partnership Officers and assistants Officers, together with Program Coordinator & HR Department
  •  

Transparency and Compliance 

  • Ensuring compliance to ACTED internal procedures and donor procedures,
  • Accurate record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases etc., in soft and hard copy.
  • Communicate systematically to the Partnership Coordinator / Program Coordinators, on grants progress and CSOs documentation & compliance.

Others

  • Provide translation (IF POSSIBLE) of various documents (e.g. reports, minutes, beneficiary lists, information signs) upon request of the line manager 
  • Perform any additional task as requested by the line manager.

Required Qualifications and Skills: 

  • Master ’s degree or equivalent experience is required; degree in social sciences, psychology, social work, international development, management or another related field is preferred. 
  • Experience: at least three (2) years of experience in managing capacity development projects and in designing and providing training, particularly course/curriculum and materials development
  • Strong analytical and reporting skills. Ability to analyse information, evaluate options and to think and plan strategically. 
  • Self-motivator and proactive problem-solver. 
  • A team player who can work collaboratively and with people of diverse backgrounds. 
  • A strong understanding of the Ukraine contex.t 
  • Ability to work both in an advisory and a hands-on implementation capacity. 
  • Ability to handle a high workload and to work independently. 
  • Excellent command of Microsoft Excel and database applications. 
  • Excellent writing and presentation skills 
  • Computer/word processing and standard office software skills. 
  • Professional proficiency in written and spoken English, and Ukrainian and/or Russian. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively.
