Area Safety & Security

Duties and Responsibilities

1. Context analysis

• Provide daily contextual security report to the AC on the different Oblasts of the area

• Provide weekly contextual security report and share with the CSM/CSO on the different Oblasts of the area

• Provide weekly security brief to ACTED staff in the NORTH ACTED Area of Ukraine

• Provide analysis of potential new locations of intervention on need basis

2. Security Assessments

• Carry-out monthly evaluation (Minimum Operating Security Standards (MOSS) self-assessment) for the Kyiv area office (and relevant sub-bases in the North)

• Update security risks assessment for the northern Oblasts monthly based on the weekly context reports, weekly incident lists and assessments of the security department

• Support the security department to update SOPs and others security documents as appropriate and share with AC and all area staff

3. Operational support

• Ensure compliance with the MOSS and be responsible for First Aid Kits/ Trauma Kits and Fire Safety at the ACTED office(s)

• Ensure all compounds are assessed and the required paperwork is properly completed and filed in accordance with ACTED’s internal procedures, and provide on-going checks and relevant reporting to ensure continued compliance.

• Ensure the security notice rules are applied and explained to all staff based and visiting the area, and update and display the emergency contact list at the office(s), and to all staff visiting the area(s)

• Ensure the access control to the premises (control the visitor books, all visitors have badges, staff to wear their ID, etc.) and timely issuance of ID cards

• Ensure a proper level of preparation before movement on the field and support senior Security staff and the AC in setting movement rules which are adapted to the local context to support the logistic and security team in country

• Ensure the follow-up of team’s movements to the field in supervising the check-ins, and support wider movement plan in coordination with the AC on a weekly basis

4. Briefing and trainingTerms of ReferenceACTED

• In collaboration with the CSM/CSO, provide security briefings for all national and international incoming ACTED staff in EAST with follow-up periodically or when applicable

• In collaboration with the CSM/CSO, provide security briefing to staff as needed and ensure that all staffs adhere to security policies and procedures (SCR or movement request forms) – this includes periodic refreshers, training on threats, training on movements, etc.

5. Liaison with humanitarian, military, community, and other actors

• Establish a strong relationship with others actors (both security related and administrative), including other NGO/INGO, INSO and agencies working in the security management field

• Participate and take notes during the INSO meetings and update relevant staff accordingly

• Share security updates with the Security Department and AC

• Establish a strong relationship with implementing partners and share updates/ guidance as per recommendation from CSM/CSO and AC

• Establish and ensure a strong relationship with local authorities and local organizations in the areas of implementation and develop a contact database to allow relevant and timely follow up with relevant authorities in support of ACTED’s project objectives.

6. Reporting

• Fill reports in case of security incident and follow up as appropriate with CSM/CSO and AC

• Provide weekly incident lists and fill it in the incident data base

• Participate in the writing/updating of ACTED’s Country Security Plan and annexes

• Support the Security Department in proper filing/file maintenance of security related documents

• Ability to work and write in English and Ukrainian is a pre-requisite.

7. Protection Mainstreaming

• Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labors).

• Perform other duties as requested by supervisorIII. 

Experience and Skills

• At least 1 year of experience in the humanitarian and/or development sector (strongly preferred).

• Experience in contingency planning, and experience in emergency simulations will be considered an advantage.

• Previous experience drafting reports and memos.

• Previous experience providing training and making presentations.

• Strong knowledge of local government systems, and prior experience in a liaison role will be considered an advantage.

• Excellent computer skills (office applications).

• Working knowledge of written and spoken English is required (and will be assessed via interview). & Liaison Officer NORTH
