Remuneration: USD 1335-1435 before taxation
Assignment: Under the guidance of ACTED Consortium Manager, the WASH Project Manager will be responsible for the implementation of a disaster risk reduction project aimed at supporting regional / district / local administrations affected by the conflict in Eastern Ukraine in the water, sanitation and hygiene (WASH) sector.
WASH Project Manager will coordinate the WASH team activities, lead a water-risk assessment, develop water safety plans in targeted raions as well as oversee the planning and realization of water-related works/ investments. He/she will lead the cooperation with local authorities, local governments and local communities in order to improve water access in districts / cities of regional importance along the contact line.

Duties
- Define, update and track, with his/her team and the Consortium Manager, the project implementation strategy, workplan, resource allocation, etc.
- Together with the Consortium Manager, coordinate the overall WASH team's activities and provide support and guidance to team members as required.
- Together with the Consortium Manager, be the focal point for communication, coordination and implementation of the WASH projects with the interested bodies assigned by the Consortium Manager.
- Liaise regularly with the logistics and/or finance teams to facilitate project's FLAT procedures.
- Participation in planning and conducting activities for communicating, coordinating and implementing the project in specified areas. Conduct meetings with third parties in the process of project implementation.
- Develop strategy for the development of local authorities related to water, sanitation and hygiene including developing water-risk assessment methodology, facilitating the development of water safety plans in targeted raions.
- Work closely with local government bodies to develop Water Safety Plans.
- Ensure that local population's needs and priorities are reflected in all aspects of work and that protection mainstreaming principles are safeguarded.
- Ensure participation of a wide range of stakeholders (NGOs, CBOs, local community, etc.) in in the process of implementing a system approach directed at disaster risk reduction.
- Develop strategy for collecting information for research (water quality and access to water supply) in settlements within the 5 km zone.
- Organize meetings and participate in trainings with various stakeholders.
- Track progress of activities in line with workplan, and project indicators; together with the Consortium Manager take appropriate steps to adjust project activities if needed.
- Identify risks, obstacles/problems, refer issues to Consortium Manager as necessary and participate in the process/decisions to mitigate/overcome those.
- Ensure efficient use of resources in area of responsibility.
- Support team members, together with the Consortium Manager, to ensure that local authorities in area of responsibility develop plans in line with proposal.
- Contribute to monthly reporting (PMF/PM report), financial forecasting, logistical planning, etc.
- Contribute to donor reporting.
- Contribute to project development.
Experience and skills
- 4 years of experience in the humanitarian and/or development sector.
- Experience in the WASH sector and/or disaster risk reduction sector.
- Good knowledge of local government systems.
- Experience in water-risk assessments, community engagement and developing strategies/ plans.
- Experience in emergency simulations.
- Working knowledge of English is an added value.
