Headquartered in the United Kingdom, HALO is a non-governmental, non-political, non-religious organisation currently working to remove the debris of war in over 25 countries.

Overall Objective

Due to programme expansion in Mykolaiv Oblast, HALO Trust is recruiting a Base Logistician to join the Support Services team, aimed at supporting operations and reporting directly to the Logistics Manager. This position is based in Mykolaiv but will require regular visits to all HALO field sites and offices. The Base Logistician - Mykolaiv is responsible for overseeing the day to day functioning of the HALO field base in Mykolaiv Oblast, ensuring efficient support functions and comprehensive ‘last kilometre’ services. Additionally, she/he will assist the Logistics Manager in the effective implementation of all relevant policies and procedures, training of team members, and delegation of work tasks. 

Tasks and Responsibilities

  • Logistics: Ensure that all teams have the resources necessary to carry out their activities; oversee and manage base stores, and liaise with the Kyiv teams to coordinate resupply;
  • Procurement: Under guidance from the Procurement team, conduct small-scale purchases, ensuring compliance with all relevant HALO guidelines and procedures;
  • Facilities: Actively contribute to management and maintenance of Mykolaiv office and guesthouse facilities, arrange repairs, and act as point of contact for facilities;  
  • Fleet: Ensure base vehicles are clean and in good working condition; report faults and repairs, liaise with local mechanics and related suppliers to ensure timely and cost-effective maintenance and repairs are carried out as and when needed, and monitor and report on fuel consumption; 
  • ICT: Support the ICT Team in ensuring the Mykolaiv office and guesthouses have appropriate and functional telecommunications systems in place and relevant staff are trained on their use. Report and work to correct internet outages and other disruptions to ICT equipment and hardware as and when needed;
  • Assets: Support in asset management, ensuring all items meeting HALO’s definition of a trackable asset are correctly categorised and recorded on the Asset Register. Ensure the Asset Register is kept up to date and that all information is correct.
  • Efficiency: Work with all base teams to identify potential measures to improve systems efficiency and promote communication between related support departments;
  • Reporting: Prepare and submit monthly reports to Logistics Manager covering monthly stocktakes, fuel use, maintenance and repairs, and any other indicators as directed; 
  • Other: Undertake any other tasks as delegated by the Logistics Manager, the Head of Support Services, or the Programme Manager.  

 Knowledge and Personal Characteristics

  • 2+ years of experience in logistics, facilities management, or a related field, ideally within a humanitarian context;
  • Proven understanding of the security context in Mykolaiv Oblast and surrounds;
  • Previous experience working within a non-governmental organisation;
  • Strong IT skills, including use of Microsoft Office;
  • Previous experience with 1C accounting software an advantage;
  • Fluent in Ukrainian; working knowledge of Russian and English a strong asset;
  • Solid work ethic with the ability to work productively under pressure;
  • Autonomous self-starter capable of working independently or as part of a team;
  • Good analytical and problem-solving skills;
  • Adaptable and flexible with the ability to prioritise competing tasks;
  • Strong delegation skills with the ability to work as part of a diverse team;
  • Full, open driving license with clean driving record; and
  • Commitment to HALO Trust safeguarding principles.

Terms and Conditions

  • Official employment.
  • Working hours: Monday to Friday, 08:00-17:00, one hour lunch break (40 hours per week), 24 days of annual leave.
  • Salary: 38 750,00 UAH  (Gross).
  • Non-contributory life assurance.
