The OSCE Special Monitoring Mission to Ukraine is looking for a highly qualified, motivated and experienced Ukrainian professional for the position of National Gender Officer at its Head Office in Kyiv. Tasks and Responsibilities

 

Under the direct supervision of the mission's Senior Gender Adviser, and second level supervision of the Deputy Chief Monitor, the incumbent will be responsible for supporting the implementation of the SMM Gender Action Plan with a particular focus on reporting, training and outreach activities in the spheres of gender mainstreaming, gender equality and UNSCR 1325 (women, peace and security) implementation. The incumbent will also support the SMM Gender Focal Point (GFP) network by providing daily technical advice and feedback to the monitoring officers in the MTs acting as GFPs, and the Gender Point of Contact (GPoC) network. Incumbent will also regularly follow up on their deliverables. Specific tasks will include:

 

  1. Analyse inputs from monitoring teams and draft regular report inputs (for the Mission's daily and weekly reports) on gender issues and UNSCR 1325 (women, peace and security) priorities relevant to the Mission's mandate;
  2. Draft guidance notes, questionnaires, tracking tools and other means for implementing effective monitoring of gender priority issues (such as conflict-related gender-based violence trends), using inputs from teams;
  3. Keep abreast of national and local initiatives on gender and women's rights, and act as the main point of contact between the Gender Unit and national / local organizations and national authorities working on gender and women's rights issues;
  4. Analyse laws, policies and practices on compliance with international gender equality standards with a particular focus on the implementation of Ukraine's National and Regional Action Plans on UNSCR 1325;
  5. Provide comments and feedback to monitoring teams (in person, by phone, in writing), in particular to the GFP Network, to facilitate consistent and accurate monitoring and reporting on gender and UNSCR 1325 issues in line with the Mission's internal Gender Action Plan;
  6. Support the Senior Gender Advisor in the coordination of the GPoC network;
  7. Identify options for outreach activities and social media publications (such as OSCE SMM Cafes and web stories), promote gender equality and UNSCR 1325 implementation based on OSCE guidelines, publications and best practices, and plan implementation accordingly;
  8. Support the organization and delivery of trainings on gender mainstreaming and UNSCR 1325 implementation to Mission staff;
  9. Performs other duties as required.

 

Necessary Qualifications

 

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • First-level university degree in gender studies, law, political sciences, social science, international relations or human rights related field. A degree in Gender Studies would be an advantage;
  • Minimum 2 years of practical professional experience in the promotion of gender equality, gender mainstreaming and UNSCR 1325 implementation, including monitoring and reporting. Experience at the international level is desirable;
  • Experience in developing and delivering trainings, in particular gender trainings;
  • Excellent oral and written communication skills; professional fluency in English, Ukrainian and Russian;
  • Computer literate with practical experience with Microsoft applications, notably Excel;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different genders and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

 

Remuneration Package

 

Monthly remuneration, subject to social security deductions is 1,691.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and provident fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
