 Organization: Polish Humanitarian Action (PAH), Warsaw-based international non-governmental organization with representation office in Ukraine;

Position: Senior Program Coordinator 

Location: Kyiv with possibility to visit project locations;

Job terms: full-time;

Duration: 3 months with a possibility of extension depending on the availability of funds and results of performance 

Starting date: ASAP

About PAH:

Polish Humanitarian Action (PAH) is an international non-governmental organization which since 1992 has been providing humanitarian and development help worldwide. So far, the interventions have been carried out in 46 different countries. By possessing long-standing expertise in the implementation of projects in Water, Sanitation and Hygiene, Food Security and Livelihoods, as well as Nutrition and Education, PAH concentrates its global activities on ensuring sustainable and stable development of regions suffering from the consequences of armed conflicts, natural disasters and other humanitarian crises.

PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, elderly and single mothers, working in the sectors of food security protection and livelihoods. PAH Ukraine is currently expanding programming from humanitarian to both early recovery and development-oriented interventions that provide sustainable livelihoods opportunities to the affected population.

 Key Duties and Responsibilities:

Coordination and Liaison in Kyiv Region:

  • Support the Program leads in attending coordination meetings in Kyiv region. For example, cluster meetings and other OCHA coordinated meetings.
  • Assist and advise the Head of Programs (HoP) in identifying and developing working relations with relevant authorities at the ministerial, oblast and municipal levels.
  • Assist the Head of Programs and senior managers in engaging with relevant authorities, representing PAH and presenting the PAH mission, principles and humanitarian response strategy in Ukraine.
  • Set up and maintain a complete liaison tracker with meeting schedules, meeting notes, follow-up points and other relevant information.
  •  Work closely with the communication team in organizing donor, and journalists visits, drafting news for the interviews. 
  •  Monitor government policies and practices in view to ensure that the program department maintains its alignment with the legal framework for standards, norms and processes.
  • Work with the Head of Programs to develop and reinforce relationships and networks between the program and key government and civil service stakeholders at the national and local levels.

Grant Management and Reporting (Whole of Ukraine):

Under the supervision of HoP and in coordination with the Grant and Reporting Manager:

  • Plan and organize kick off meetings for new grants/projects.
  • Support completing and reviewing the grant review tool (GRT). Which include but not limited to:
  • Updating the detailed implementation plan (DIP) and coordinating the discussion around it.
  • Support budget versus actual (BVA) reviews. 
  • Updating sit-rep and monthly reports 
  • Work on other reports requested by the HoP

Partnership (Whole of Ukraine):

  •  Support partnership coordinator in assessing the capacity of potential and existing partners.
  • Support in developing and implementing capacity development plan for the PAH team and Partners

 The successful Project Coordinator will be selected based on the qualification requirements described below:

  • BA degree or equivalent in International Development or Affairs, Finance, Business or related field; Advanced degree a plus – or equivalent work experience
  • Knowledgeable of Ukrainian government protocols and experience of liaising with government ministries and departments.
  • Excellent communication, networking, interpersonal and presentation skills.
  • Minimum of 1 years’ experience with UN/NGOs inside Ukraine
  • Minimum of 3 years’ experience with public administration in Ukraine
  • Highly organized, close attention to detail, and ability to effectively prioritize tasks in a fluid environment
  • Ability to work well independently but also coordinate with other teams
  • Willingness to travel frequently to field offices and partner locations
  • Professional fluency in spoken and written English and Ukrainian and/or Russian; able to communicate concisely.
  •  Functional English writing and editing skills; strong computer skills.
