Polish Humanitarian Action (PAH) is looking for a Finance Manager to oversee financial, budgeting, accounting, and compliance of programs supporting humanitarian operations in conflict-affected areas of Ukraine.

Key Duties and Responsibilities
Strategy & Leadership
Set and implement the strategy for the finance, budgeting, accounting and compliance functions to support the rapid growth of the mission
Contribute to the mission’s country-wide strategy and growth by prioritizing and organizing finance and budget actions, and aligning resources to achieve those objectives
Streamline and redefine existing processes to reduce administrative burden, paying particular attention to opportunities to digitize processes such as internal signatures and document storage
Consistently demonstrate flexibility, resilience and ability to maintain positive relationships and composure, even under difficult circumstances
Maintain high ethical standards and treat people with respect and dignity
Recognize opportunities for innovative action and create an environment of empowerment
Demonstrate an awareness of own strengths and development needs and model behavior consistent with a growth mindset
Operations - Financial
Initiate and see through the establishment of internal controls and local finance policies & procedures (e.g. approval authority matrix, segregation of duties matrix, cash handling and banking/payment procedures, cost allocation special circumstances, etc)
Assess current and anticipated finance needs and appropriate structure as the Ukraine mission evolves
Ensure effective, transparent use of financial resources in compliance with PAH and donor policies and procedures
Maintain banking relations and plan and monitor country cash flow requirements to ensure the smooth implementation of PAH Ukraine programs
Maintain appropriate local insurance coverage
Provide monthly standard accounting submissions to PAH HQ, including general ledger files, account reconciliations, expenditures by cost center/project, required subgrantee reporting, as well as other financial information in a timely and accurate manner
Maintain schedules to record and track budget vs cash vs commitments in real-time for the early stages of this response
Provide ad hoc management reports to the Head of Mission and Head of Operations, including expenditures by cost center/project, subgrantee reporting and other financial information, in a timely and accurate manner
Develop master budgets with the Head of Mission, Head of Programs, and Head of Operations, and develop and implement grant budgeting and forecasting systems
Oversee/perform financial review of team members expense reports (travel expense reports and operational expense reports), payment requests, purchase requests, contracts
Oversee and identify areas for improvement and efficiencies in payroll and accounting
Ensure compliance with national and local tax and labor laws
Support Ukraine mission in developing proposal budgets in coordination with field and HQ teams
Team Management
Participate in and/or lead recruitment and hiring of growing team of accounting, finance and budget professionals
Coach team members, helping them grow professionally, take on additional responsibilities, improve performance & reach objectives
Coach and transform team accustomed to paper-focused operations into a modern digital enterprise, identifying opportunities and technology for digitizing finance, accounting, budgeting, tracking, and compliance functions
Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews
Create and sustain a work environment of mutual respect where team members strive to achieve excellence, and cultivate resilience and well-being under challenging situations
The successful candidate will be selected based on the qualification requirements described below:
University degree in finance, accounting, or business administration
3 or more years experience in a senior finance role, managing budget and expenditures
Experience scaling finance, budget, and accounting team from a smaller operation to a larger one is a plus
University degree in Finance, Accounting or Business Administration, masters preferred
Experience working on large international projects, experience with international NGOs preferred but those with equivalent private sector experience will be considered
Must have 8+ years of general work experience, including 4+ years of experience managing a team of finance, budget, and accounting professionals
Proficiency in Microsoft Office programs (mainly Excel); ability to quickly learn other financial management and accounting software
English proficiency required, Ukrainian and Russian fluency required
