DEPUTY FIELD COORDINATOR FOR LUHANSK OBLAST based in Severodonetsk, Ukraine

MISSION

MdM is currently implementing an emergency response and transition programs in the Eastern part of Ukraine (Luhansk and Donetsk oblasts, government and non-government-controlled areas – GCAs and NGCAs). A field team has been in place since June 2015, based in the capital city of Ukraine (Kyiv), Bakhmut (Donetsk oblast) and in Severodonetsk, the administrative center of the government-controlled area of the Luhansk oblast, and is now implementing activities in order to:

  • Restore access to primary healthcare services for displaced and host populations.
  • Improve specialized care for survivors of sexual and gender-based violence for displaced and host populations
  • Improve access to mental health and psychosocial support for displaced and host populations

Support communities in building their resilience in terms of provision of health and MHPSS services

 Under the responsibility of the Field Coordinator for Luhansk region, the Deputy Field Coordinator will supervise the field project team responsible for implementation of activities in Luhansk region, manage admin, logistics, and MH teams of the base and ensure close collaboration between logistic, medical, mental health and administrative departments and good team spirit.

S/he will ensure smooth implementation of projects in GCA, according to project proposals including budget monitoring of activities, coordination with other NGOs and local authorities.

During the absence of the Field Coordinator, ensure team security and safety and compliance with security regulations for the staff of the Severodonetsk base. 

Assess continuously the humanitarian and security situation in the field and timely inform the general coordinator.

 GEOGRAPHICAL SCOPE OF INTERVENTION

The successful candidate will be based in Severodonetsk (Luhansk oblast, Eastern Ukraine), travelling frequently in the region. 

ORGANIZATION CHART

The Deputy Field Coordinator reports to the Field Coordinator. 

Deputy Field Coordinator directly manages the support team, MH program team and translator in the Luhansk oblast with the technical support of the country coordination team (general coordinator, medical coordinator, mental health coordinator, advocacy coordinator, logistics coordinator, administrative coordinator, program coordinator, resilience advisor, and field coordinator for Donetsk region).

 FUNCTIONS

 Base Management

Under supervision of the Field Coordinators, the Deputy Field Coordinator will contribute to:

  • Ensure adequate information flow within the different teams
  • Oversee and coordinate the general functioning of the bases and all departments / services
  • Ensure field coordination and management of the sub-base in Stanytsa Luhanska. Allocate at least 30% of working time for business trips to Stanytsa Luhanska.
  • Create/maintain a “team spirit” within the different departments and amongst the staff
  • Ensure good collaboration, mutualisation, coordination, and analysis with other projects if needed
  • Provide good working conditions for all team members
  • Train/Accompany the direct team members in their duty

  Program management

  •  Assures good planning and implementation, creates project planning and implementation tools for use by the team, supports communication, efficiency and effectiveness of the team with tasks
  •  Ensures the implementation of the MH program in Luhansk oblast and its follow-up in its different aspects: logistical, administrative and program.
  • Contributes to the programs’ quality in close collaboration with the MEAL team; organizes lessons learnt and kick off meetings; participates in design and implementation of assessments and evaluations.
  • Continuously assesses the needs & adjusts the programmes to the needs in collaboration with the coordination team. 
  • Contributes to the definition / revision of MDM strategy in Ukraine, draws up scenarios and proposals, and supports the budget creation/revision for future/new activities in collaboration with the coordination team and relevant departments

Logistics/Finance/Administration

  • Ensures donor’s compliance for the projects implemented and respect of MdM procedures
  • Ensures appropriate administrative, financial, and logistical MdM systems/procedures are in place (with AdminCo and LogCo support), maintained and adhered to so that all support functions are carried out on the base effectively and efficiently. 
  • Manages log and admin departments of the Severodonetsk base
  • Ensures that regular communications are maintained between the different departments and acts as a mediator when necessary.
  • Responsible for accurate budget control and financial forecasts for projects and assures that they are in line with project proposals 
  • Monitors expenditure and budget compliance on a regular basis, reports any concerns to the Administrative Coordinator and develops plans to mitigate any under or over expenditure at project level.
  • Ensures, in coordination with the Administrative and Finance Coordinator that financial needs are well planned according to activities workplan

 Human Resource Management

  • To be responsible for the well-being of all team members; conduct regular team building activities.
  • Where relevant, contributes to recruitment and selection of staff 
  • Responsible for the disciplinary and grievance procedures of the team under his/her line management
  • Maintains good inter-team communications, engenders good team dynamics, and takes suitable action when problems occur 
  • Supports team members professionally and monitors and supports stress management, including regular documented team meetings for planning and reporting purposes
  • Carries out appraisals as per MdM standard requirements and procedures
  • Ensures all new team members are adequately briefed on arrival in the field, and departing team members are debriefed
  • Responsible for capacity building and training of the staff under her/his management in collaboration with all technical coordinators (MedCo, MHCo, AdminCo, and LogCo)

  Representation

  • By delegation from the Field Coordinator and with an agreement of the General coordinator, carries out representation with other NGOs, UN agencies, local government bodies, donors, and other relevant parties 
  • Participates on a regular basis to all relevant meetings, builds strong relationships with all partners working in the area in a spirit of good collaboration and coordination. Shares minutes of meetings with the coordination team.
  • When relevant and with the General Coordinator approval, represent MdM to donors, authorities, NGOs and other parties as necessary. 

  Safety and Security Management

  • Assists the Field Coordinator in security management of the base in accordance with MDM security plan & rules 
  • Participates in security surveillance in a highly changeable and volatile environment in collaboration with the coordination team and reports to the General Coordinator.
  • Proactively monitors the political, military and security situation in the project areas and update the Logistic Coordinator / General Coordinator accordingly.
  • Participates in development of appropriate security guidelines, contributes to its timely communication to the team and ensures their adherence to, regularly reviews them with the Logistic Coordinator / General Coordinator accordingly.
  • Ensures timely and accurate security / incident reports are sent to the Logistic Coordinator / General Coordinator.

  Reporting

  • Elaborates monthly coordination report with the coordination team
  • Ensures weekly contacts with the Field Coordinator
  • Contributes actively to proposals & reports to donors

 REQUIRED QUALIFICATIONS 

Academic: University Degree. Valuable: Master in International Cooperation/ Humanitarian Aid

Other qualifications: Projects Management and HR management.

 REQUIREMENTS

Language requirements: Fluent English (written and spoken); Russian/Ukrainian fluent

Computer requirements: Office Package.

 EXPERIENCE

  •  Experience with an international NGO working in emergency contexts, managing programmes, preferably within the health sector 
  •  Strong experience of project planning; proposal and report writing.  
  • Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives and indicators etc.)
  •  Strong leadership skills and a supportive management style (experience in management is an important asset)
  • Experience of security management at the field site level is desirable 
  •  Confident and proficient in the use of MS Office
