The humanitarian aid organization "Medicos del Mundo" is a Spanish division of the international network Medecins du Monde/Doctors of the World (MdM).

MdM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in the Eastern part of Ukraine (Luhansk oblast, government and non-government controlled areas - GCAs and NGCAs).

The program is implemented around two main components: in GCA, direct delivery of services through multidisciplinary outreach units (including Primary health care (PHC), sexual reproductive health (SRH), Mental health psychosocial support (MHPSS) and support to GBV survivors); in Luhansk oblast NGCA strengthening of local health system (with a specific focus on PHC and SRH) through donation of medical consumables and equipment to hospitals situated in the Luhansk city and to health facilities in the area near the Line of Contact.

For our program in Ukraine, we are looking for Health Officer , based in Luhansk (NGCA), with frequent trips to other locations within the area.

Under the direct supervision of the Program Manager (NGCA); under the overall coordination guidance of the Field Coordinator (Field Co), with the technical guidance of the Medical Coordinator (MedCo) the Health Officer contributes in the design and implementation of MdM's medical activities.

JOB SUMMARY

• The Health Officer will be the participating to evaluations, distributions supervisions and monitoring of MDM activities, in coordination with the NGCA health Manager, of all MdM operations, including the follow up and supervision of activities.
• The Health Officer will also be participating for the data collection, reporting, and coordination with MdM team, and partners (INGO, NGO, health authorities...) at LPR level.
• The Health Officer will support the health manager in the Medical supply chain ordering and follow up and participate to the distribution planning and potentially trainings.

RESPONSIBILITIES DESCRIPTION:

Program Management

• To assist the NGCA Health Manager with the implementation of the general MdM medical activities in NGCA according to the plan
• To ensure that different components of the program are consistent and in link with medical needs and standards
• To develop and implement evaluation/follow-up systems, participate to the supervision and the monitoring of the data collection, and help analyzing medical data. Adjust, in case of need and in collaboration with the Health Manager in NGCA the developed systems.
• She/he will be involved in term of establishing the framework for the project aims and implementation schemes.
• To closely monitor and coach future MdM activities in NGCA
• To help in the planning and conduction of diverse trainings (training of doctors: training on health education, capacity building on reporting, pharmacy management etc...).
• Contribute to the health surveillance follow-up and regularly give feedback on the contextual health situation to Health Manager.
• To inform and discuss with the Health Manager NGCA about corrective measures or irregularities in the system
• To Support the health Manager NGCA to elaborate comprehensible and feasible Action Plans and sitrep on a monthly basis
• To support in collaboration with the Health Manager the availability of cash needs for the medical activities in NGCA.

Technical Support

• To participate in the assessment of health needs within NGCA (hospitals and rural clinics)
• To support in the identification of training needs
• To logistically support and supervise MdM donations to NGCA
• To help in the implementation of MdM Health Guidelines and Procedures
• To coordinate with FieldCo and Health Manager the movement requests for trips
• To coordinate and work together with the Health Manager and the log team, for the supply of drugs, equipment and consumables for donations.
• To contribute in ensuring that appropriate administrative, financial and logistical MdM systems/procedures are respected.

Coordination with NGOs, local associations, and institutions

• Mostly in line to support the Health Manager the health Officer can,
• Participate coordination with health stakeholders and medical actors in the region
• Support in evaluation the needs and requests from the local health authorities.
• Meet with health institution Direction to discuss working matters, when necessary

Safety and Security Management

• Help in the monitoring of political, military and security situation in NGCA and update MDM team if contextual changed are noticed or incident happens.
• To get and follow the security rules and advice, especially over the contact line
• To take proper care of and well maintain MdM work tools and equipment (Computer, phone, printer, stationary, etc.)

REPORTING:

• To follow up medical issues and sharing of information, in particular with the Health Manager
• To write weekly / monthly activity reports and submit to the health Manager.
• To follow-up and implement health surveillance system and regularly give feedback on the contextual health situation
• To contribute with NGCA Health Manager updates for the writing of SitRep.
• Write field visit reports after every supervision or evaluation trip
• To write minutes/report after attending meetings with health institution directors or relevant events.

OTHERS:

• To keep good working relationship with health authorities at all levels

EXPERIENCE/QUALIFICATIONS:

• University Degree in Medicine
• Significant experience working with NGOs
• Knowledge and skills in project administration
• Knowledge of Ukrainian policy and national guidelines.
• Experience in working and meeting with local authorities, partners and staff in a tricky context
• Ability to have a global overview of a program

We offer:

• Fixed term service contract until the 31th of December 2020 with possibility of extension
