Project Development and MEAL Manager

Medicos del Mundo (MdM) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including Spain. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.

 

For our program in Ukraine, to support our activities, we are looking for PROJECT DEVELOPMENT AND MONITORING, EVALUATION, ACCOUNTABILITY, LEARNING (MEAL) MANAGER, based in Kyiv with possible visits to field locations.

 

Under the supervision of the General Coordinator (GenCo), the Project Development and MEAL Manager (PD&MEAL M) in close collaboration with the coordination team, will ensure regular oversight, monitoring, and support to the management of the MdM mission's grant portfolio through the lifecycle, from early definition, discussions with the donor and/or organizational partners, proposal preparation, to grant compliance checks, donor visibility requirements and reporting. The PD&MEAL M will take the lead and coordinate the process of development of high-quality funding proposals, concept notes and reports in compliance with donor regulations, shall follow HQ and mission-level processes, and ensure all documentation is in line with MdM internal processes. In order to ensure efficient processes and contract monitoring, the PD&MEAL M will create and maintain tools and grant files and records, stay updated on donor requirements.

The holder of this position is expected to have strong coordination and organization skills, to ensure that all deliverables are produced in a timely manner. The PD&MEAL M will maintain regular contact with all staff involved in the implementation of grants and will assist the GenCo with all the tasks related to the management of donor's contracts, reporting, compliance and monitoring.

Main responsibilities:

Reporting

  • Coordinate donor reporting processes as outlined at mission and HQ level, with the relevant departments to collect the information/inputs and ensure the timely submission of high-quality programmatic reports
  • Coordinate with AdminCo to ensure timely submission of financial reports.
  • Assist field teams in drafting of donor reports by ensuring that reports are in accordance with donor requirements and are submitted on time
  • Liaise with either HQ or donor in following-up/tracking of submitted reports
  • When feasible, ensure that processes are streamlined and efficient.

Identification, coordination, preparation, writing and submission of quality and timely proposals/concept notes

  • Design, coordinate, gather inputs, collect relevant information to draft full proposals, Concept Notes to be presented to donors. The PD&MEAL M will ensure that the proposals are validated and submitted on time
  • Assist Program teams in designing Project proposals in response to various proposals such as Call for Proposals or Concept Notes (CN), and as such, will participate to early technical discussions with the donors, when and if feasible.
  • Follow MdM Ukraine mission strategy and promote the harmonization of indicators and means of verification. The PD&MEAL M will assist Program teams in definition of the MEAL tools and indicators.
  • Ensure the respect for MdM Ukraine standard operating procedures and the validation procedure defined by HQ.
  • Ensure proposals/CN are in accordance with donor frameworks and guidelines
  • Coordinate any donor feedback and ensure timely submission of requested feedback and resubmission
  • Liaise with either HQ or donors in following-up/tracking of submitted proposals

Procedures

  • Maintain an updated calendar of project report obligations and project development, and ensure key staff are aware of it and respect the deadlines by sharing it regularly with the coordination team.
  • In coordination with the GenCo, liaise with HQ staff on potential funding opportunities, as and when requested, including donor's mapping.
  • Ensure comprehensive grant files are created, regularly updated, and are available for use. Provide briefing papers and support the development of external communication tools relevant for donor visits/meetings.
  • Set up and update database for donor guidelines and regulations and create fact sheets for main donors.
  • Inform Program and support teams on any changes to existing donor guidelines and regulations
  • Coordinate with the coordination team on donor compliance and contractual issues
  • Follow up with FieldCo and MEAL officer program implementation and collection of data according to means of verification
  • Support Program Teams in ensuring donor visibility requirements are met and planned and organization of donor field visits.
  • Efficiently coordinate with and provide support to the GenCo and the coordination team with tasks related to participation in consortiums and partnerships

MEAL strategy

  • Support the development and periodic revision of the monitoring system and suggest adjustments; provide technical lead to the MEAL officer and MEAL assistants
  • Support technical coordinators and managers in the periodic revision of the projects of reference and key supporting documents
  • Ensure harmonization of key monitoring system tools within the mission including data collection tools, intermediary files and MONITOOL
  • Work closely with the technical coordinators to develop program quality benchmarks to ensure continuous monitoring of activities
  • Suggest and provide technical support to the coordination team for potential researches, assessments and evaluation
  • Lead in program/donor-initiated evaluations & surveys and ensure findings and results are incorporated in delivery approach
  • Contributes to the follow up and improvement of the Complaint Feedback and Response Mechanism (CFRM)
  • Lead on essential accountability and learning mechanisms with MEAL teams on the field
  • Support technical teams in collecting and documenting good practices, lessons learned and feedback

 

The successful candidate must have:

  • Degree in political sciences, law, international relations or related field
  • Experience in humanitarian field more than 3 years
  • Very good knowledge of the Project Cycle Management tools

 

COMPETENCE PROFILE:

  • Ability to work in volatile security context
  • Alignment with principles and ethics of Medicos del Mundo
  • Ability to work quickly, under pressure, and with short deadlines

Language and computer skills:

  • English - fluent writing and speaking;
  • Russian / Ukrainian will be an asset;
  • Excellent knowledge of MS Office (Word, Excel)
