The humanitarian aid organizations "Medicos del Mundo" and "Arzte der Welt" are the Spanish and German division of the international network Medecins du Monde/Doctors of the World (MdM).

MDM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in the Eastern part of Ukraine.

The program is implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors); strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and advocacy.

For our program in Ukraine, to support our activities, we are looking for Health Officer based in Bakhmut.

Under the direct supervision of the Health Manager the technical guidance of the Medical Coordinator (MedCo) and the overall supervision of the Field Coordinator (FieldCo), the Health Officer supports, plans, designs, implements and monitors MdM's capacity building activities related to strengthening the health system in GCA of Eastern Ukraine and implements and follows up MdM activities carried out by the Outreach team (OT).


The Health Officer carries following responsibilities:


Needs assessments

  • Conducts needs assessments on equipment and medical supplies for donations and participates in the prioritization of health facilities in the program
  • Conducts needs assessments in capacity building needs related to Sexual and Reproductive Health and proposes activities and strategies of implementation
  • Collaborates and participates, in any field survey, data collection and/or needs assessment organized by MdM in relation to strengthening the national health system


Implementation and follow-up

  • Ensures the implementation of all MdM activities (capacity building and Outreach team activities, donations of medical equipment and supplies) aiming at strengthening the health system in GCA, according to plan and in coordination with the Health Manager
  • Ensures that all the components of the capacity building and the Outreach team activities are consistent with health and mental health international quality standards, and MdM guidelines and policies.
  • Provide technical support to the Outreach team to problem solve any clinical or technical problems with implementation of the services ensuring high quality, effective and efficient service
  • Analyse on a regular basis the data collected in relation to OT and capacity building activities and to put in place corrective measures when needed, in coordination with the Health Manager or Med Co
  • Support preparing the OT monthly schedules and adapt them when needed, in coordination with Liaison Officer and Logistics Officer
  • Follows up on MdM activities, by implementing monitoring and evaluation systems and supervising the data collection processes, in collaboration with the Monitoring and Evaluation Officer.
  • Prepares SRH-related workshops and trainings in the region and supervises their implementation and evaluation in close coordination with Mental Health team.
  • Organises and holds coordination meetings between different actors involved in SRH activities in Donetsk oblast.
  • Compiles interim and final reports for each capacity building activities based on program achievements. Coordinates closely with the Health Manager, FieldCo, MedCo and MHCo through regular discussions / communication to help enhance program implementation
  • Ensures means of verification are collected for each activity based on the requirements of the donors
  • Liaises with authorities to validate implementation plans, guidelines and other medical material



  • Reports on activities to the Health Manager including analysis of situation and suggestions to improve MdM's activities related to strengthening the national health system
  • Contributes to internal and external reports upon request of the Health Manager.
  • Collects and analyses relevant data after each capacity building event
  • Reports in writing to the Health Manager, regarding task and duties carried out
  • Works with the Health Manager to measure and report on quality for all implemented activities
  • Collects records of qualitative data (testimonials and stories) that can be used to showcase activities of MdM
  • Develops and implements feedback systems for beneficiaries of capacity building activities
  • Ensures respective quality of all capacity building material



  • To participate in meetings and workshops with local/international organisations and local authorities upon request of the Health Manager
  • To be flexible in performing his/her duties to ensure that beneficiaries are getting best quality services
  • To respect MDM principles/values.
  • To maintain full confidentiality for all work-related information
  • To perform any additional duty on request of the Health Manager.


Minimum level of competency:

  • Medical background (Doctor, Gynecologist has advantages, midwifes, nurses)
  • Significant experience working with NGOs
  • Knowledge of public health issues
  • Comprehensive Knowledge of national Sexual Reproductive Services
  • Knowledge of national and international guidelines and standards especially related to Sexual and Reproductive Health
  • Experience in project management


Language and computer skills:

  • English intermediate (written and oral)
  • Ukrainian and Russian fluent (speaking and writing)
  • Excellent knowledge of office tools (MS Word, MS Excel, PowerPoint)
