Ukraine Crisis

HelpAge in Ukraine has responded to the armed conflict in Eastern Ukraine since 2014, and offers protection services, homebased care and runs community safe spaces for older people and people with disabilities, affected by the conflict and on both sides of the conflict. HAI has its country office in Kiev, and operates field offices in Lviv and Dnipro.

We are now seeking passionate, professional and experienced Monitoring and Evaluation Officer to provide support in designing and management of data system, monitoring, tracking, data collection as well as providing continual technical support to the HAI program implementation team. S/he will  support narrative reporting and proposal writing, data analysis regarding protection issues and for building the advocacy strategy for the HelpAge International Lviv office.

MAIN RESPONSIBILITIES:

Monitoring and Evaluation 

  • Support implementation of MEAL system within the project and strengthen it.
  • Work with programme staff to ensure MEAL tools and processes are understood and used.
  • Contribute to data collection, storage and analysis, database development, management & reporting.
  • Support designing a comprehensive client database. Ensure data disaggregation as per the SADD standards.
  • Develop MEAL tools for quantitative and qualitative information collection and train field staff how to use them.
  • Ensure collection and analysis of sex- and age-disaggregated data into needs assessment frameworks, including rapid assessments and consultation with older people and persons with disability.
  • Monitoring visits to the field.
  • Conducting beneficiaries’ surveys (both phone surveys and face-to-face interviews).

Reports/proposals and other external reporting

  • Participate in Narrative donor reports and proposals drafting.
  • Contribute to developing baseline studies and reports.
  • Support coordination of information gathering and preparation of reports.
  • Provide reports and information for clusters/working groups/OCHA.
  • Support developing snapshots, thematic reports, external updates, infographics for external use/social media.
  • Carry out secondary data review, using published humanitarian reports and inputs from partner agencies, to identify data gaps and key issues and priority needs for older people and persons with a disability affected by the crisis.
  • Communication with project assistants, project officers and volunteers regarding the information collection, forming relevant requests according to the situation in the field.

Capacity building/organization development

  • Ensure private data protection and confidentiality at all stages of the process.
  • Support the HAI team in the implementation of HAP (Humanitarian Accountability Partnership) standards, HAIs Protection Policy Protection Policy and Code of Conduct.

Safeguarding:

  • Preventing harm and abuse from our people, operations and programs, to anyone that encounters our work.
  • Report all safeguarding incidents they see, hear, hear about or suspect, using our internal reporting mechanism.
  • Complying with all safeguarding framework policies and practices.
  • Completing mandatory training courses relating to our safeguarding policy framework and comply with HR vetting procedures.

Personal Specifications:

Education

  • Master's degree or equivalent in humanitarian-related disciplines, social work, gender issues, human rights, international law or other social science fields.

Skills

  • Strong interpersonal and communication skills. 
  • Excellent written and verbal communication skills in English, Ukrainian.
  • Good IT skills (primarily familiarity with Microsoft Office programmes - Word, Excell, Powerpoint, Outlook).

Knowledge and experience

  • Desirable: Experience in program design and MEAL plan development.
  • Experience with monitoring and evaluation, research (qualitative and quantitative), working with data.
  • Experience in development and implementation of needs assessment, research and data collection activities, including data analysis.
  • Experience with drafting reports or proposals.
  • Experience of delivering training and capacity building.
  • Good level of proficiency in Microsoft Excel and quantitative analysis
  • Minimum 2 years professional experience (preferably in an NGO or related field).
  • Ability to work under presser and without supervision.
  • Extensive experience working positively in teams.
