Job Title: M&E (Monitoring and Evaluation) Officer
Type of Contract: Fixed Term
Location: Slovyansk (with travelling to locations in Donetsk and Luhansk oblasts)
Report to: Area Manager
Background
HelpAge International helps older people claim their rights, challenge discrimination and overcome poverty so that they can lead dignified, secure, active and healthy lives. HelpAge in Ukraine has responded to the prolonged armed conflict in the eastern parts of Ukraine since 2014, and offers protection services, homebased care and runs community safe spaces for older people and people with disabilities, affected by the conflict and on both sides of the conflict. The HAI humanitarian response is delivered in the Government Controlled Areas, along the Line-of-Contact, in the Donetsk and Luhansk Oblasts.
HelpAge has its Country Office in Kiev and has main field office in Slovyansk and ACCESS partner office in Severodonetsk. The Sloviansk Office is the main field office and supports the Severodonetsk office through the Area Manager and support services team (Finance, Admin, Procurement/logistics).
Job purpose
- The M&E Officer based in Slovyansk, will have overall responsibility for designing and management of data system, monitoring, tracking, data collection and coding of data as well as providing continual technical support to the HAI program implementation team. S/he will ensure project compliance with HelpAge data management guidelines and will also support narrative reporting and proposal writing, data analysis regarding protection issues and for building the advocacy strategy.
Job Content/Key Tasks
Monitoring and Evaluation (40%)
- Strengthen the M&E system of HelpAge Ukraine ;
- Work with programme staff to ensure M&E tools and processes are understood and used;
- Contribute to data collection, storage and analysis, database development, management & reporting and undertake data security management;
- Designing and maintaining a comprehensive client database. Ensure data disaggregation as per the ADDS standards;
- Develop M&E tools for quantitative and qualitative information collection and train field staff how to use them;
- Ensure collection and analysis of sex- and age-disaggregated data into needs assessment frameworks, including rapid assessments and consultation with older people and persons with disability;
- Monitoring visits to the field.
Reports/proposals and other external reporting (50%)
- Narrative donor reports and proposals;
- Develop baseline studies and reports;
- Coordination of information gathering and preparation of reports;
- Draft reports and information for clusters/working groups/OCHA;
- Develop snapshots, thematic reports, external updates, infographics for external use/social media;
- Carry out secondary data review, using published humanitarian reports and inputs from partner agencies, to identify data gaps and key issues and priority needs for older people and persons with a disability affected by the crisis;
- Communication with project assistants, project officers and volunteers regarding the information collection, forming relevant requests according to the situation in the field.
Capacity building/organization development (10%)
- Ensure private data protection and confidentiality at all stages of the process;
- Support the HAI team in the implementation of HAP (Humanitarian Accountability Partnership) standards, HAIs Protection Policy Protection Policy and Code of Conduct.
Other
- Support with the translation of various documents;
- Collection of beneficiary success stories for reporting to donors and media coverage on monthly basis;
- Undertake any other duties assigned by line manager.
Personal Specifications
Education
- Master's degree or equivalent in humanitarian-related disciplines, social work, gender issues, human rights, international law or other social science fields.
Skills
- Excellent writing skills in English;
- Good coordination skills;
- Excellent written and verbal communication skills in English, Russian, Ukrainian;
- Good IT skills (primarily familiarity with Microsoft Office programmes - Word, Excell, Powerpoint, Outlook).
Knowledge and experience
- Experience with monitoring and evaluation, research (qualitative and quantitative), working with data;
- Experience drafting reports or proposals;
- International experience would be an asset;
- Experience working with displaced persons, host communities, older persons and persons with disability etc.;
- Experience of delivering training and capacity building;
- Experience of development and implementation of needs assessment, research and data collection activities, including data analysis;
- Experience in working in an international organisation and/or with humanitarian/development work will be an asset.
