 Base Coordinator

 Terre des hommes is looking for a proactive, energetic, and organised Regional Base Coordinator, to join its team in Ivano Frankivsk, Ukraine, to support in the implementation of its projects.

WHAT WE DO, IN EUROPE AND UKRAINE

Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid. Since 1960, Tdh has helped build a better future for children and youth, especially those most exposed to risks, making an impact with innovative and sustainable solutions. Active in more than 30 countries, Tdh works with its own teams and/or local and international partners to develop and implement field projects which significantly improve the daily lives of over four million children and members of their communities every year, with a focus on mother and child health, migration, and access to justice for children. 

In Europe, Tdh strives to ensure the full realisation of children’s rights, equally and without discrimination. We are present in Albania, Kosovo, Moldova, Romania, Ukraine, Hungary, and Greece, while together with partners, we reach children in other 14 European countries. 

Tdh started operations in Ukraine in 2015 and operated until February 2022 through 2 operational offices in Mariupol and Sievierodonetsk, while maintaining a coordination/representation office in Kyiv. Following the Invasion of Ukraine by the Russian Federation Army, the Tdh team has relocated in Ivano Frankivsk, where it started operations for the area of West Ukraine, which is the first operational base for the response to the current humanitarian crisis. The organization is aiming to operate in the Kyiv and surrounding areas and potentially in East Ukraine. We are providing various services to children, youth and their families in the conflict affected area, with a strong focus on psychosocial support.

In the current context in Ukraine, Tdh is developing Humanitarian response operations in support of children and their families, aiming to support the frontline service providers, to provide direct humanitarian assistance and to ensure access to information of the displaced people

ROLE DESCRIPTION 

S/he is responsible for staff management, finance and logistics, implementation of activities, programme development and reporting, and security. 

The Base Coordinator will work in direct collaboration with the mission personnel and interface directly with the Senior Management Team, as appropriate for programs strategy, reporting and administration. S/he will have direct access to confidential information, such as the general strategy of Tdh in Ukraine, including programming objectives in the field, financial details, and security guidelines.

A professional sense of security, confidentiality, and proper representation is paramount.

All Tdh employees will conduct their duties in respect of the Charter of Terre des hommes and Tdh Child Protection Policy. 

Terre des hommes expects that its staff’s professional conduct reflects proper behaviour in accordance with local culture and traditions. The employees ensure the moral protection of the name of Terre des hommes and defend in all circumstances the interests of the movement.

MAIN RESPONSIBILITIES

 Supervises the Project Managers, Administrator, Logistician and local staff resources as posted in Ivano Frankivsk and the Western Region.

  • Receives updates and makes recommendations to the Country Representative, Administrative and Logistics Coordinators concerning programme, security and administrative issues.
  • Manages programming aspects of the West Ukraine operations in line with Tdh and donors’ standards.
  • In collaboration with the Country Representative, designs strategies and objectives for improved support to beneficiaries.
  • Participates in the review of the strategy for Tdh in Ukraine.
  • Ensures the representation towards stakeholders in West Ukraine.
  • Acts as the instrument of management and facilitation for programme activities; ensures proper office functioning for the achievement of support roles and tasks while respecting budget and timeline parameters; a service-oriented support outlook will be maintained by support staff members.
  • Follows and ensures respect of programme action plans; facilitates exchange and troubleshooting; follows up on Country Representative s’ orientations.
  • Contributes to proposal drafting as requested; review and edit final versions.
  • Facilitates coordination among key staff members of Programmes, Administration and Logistic teams in West Ukraine. 
  • Organises internal coordination meetings and workshops for cross-departmental issues and planning purposes in West Ukraine. 
  • Participates to internal coordination in Ukraine addressing operational highlights.
  • Organises, maintains, and supports a ‘back up’ system for key Tdh staff for coverage during work absences.  Networks with other NGOs and entities in the interest of information sharing and best practices.
  • Supports programme managers in designing and implementing a monitoring and evaluation system to evaluate programme results and makes recommendations for future programme directions.
  • In collaboration with the programme managers, ensures daily monitoring of activities. 
  • In coordination with the Country Representative, monitors and evaluates monthly programme progress and makes recommendations. 
  • In collaboration with the field team and the HQ Head of Zone and resource persons ensures follow up on technical remarks.
  • Facilitates the external evaluation as required by management and integrates recommendations in work plans.
  • Leads the operations and development of the West Ukraine base
  • Maintains signatory schedule for purchase and payment authorisations.
  • In collaboration with the Administration Officer and Country Representative, reviews monthly budget vs. actual reports in order to orient future budgetary expenditures and allocations.
  • Respects transparent management procedures as defined in the Tdh Ukraine Staff Regulations and in accordance with the salary scale. 
  • Works with the managers to encourage and empower Ukraine national staff.
  • Raises any questions to the Country Representative and/or the HR/fin coordinator regarding Tdh compliance with basic requirements of the local law in respect to employment conditions and related matters.
  • Leads and manages programme staff, encouraging effective teamwork and providing supervision and guidance, especially on issues related to cross-sectoral collaboration and harmonizing approaches.
  • Coordinates with the Country Representative and the HR/fin coordinator to assure accurate leave management.
  • Assists the managers in staff resource planning: job descriptions, recruitment, induction and training for all staff as appropriate.
  • Ensures regular performance appraisals and encourages the personal development plans and the identification of training needs. 
  • Ensures that project managers conduct disciplinary and grievance procedures and exit interviews, as necessary. 
  • Respects Terre des hommes security procedures in Ukraine and verifies with Logistician regarding readiness in adherence.
  • Insures, in coordination with the Logistician and with the support of the Country Representative, that Tdh staffs are aware of Tdh security procedures and follow them.
  • Receives primary indications for security matters from the Logistician and from a variety of other sources (Inter-agency coordination, INGOs, staff, beneficiaries) and share relevant information with the rest of the team. 
  • In West Ukraine, (s)he leads the design and update of 1. Security plan documents, 2. Reporting of staff lists for UN evacuation plan, and 3. Existence and correct update of emergency kits.
  • Makes recommendations to the Country Representative regarding security issues, including enacting hibernation and/or evacuation plans. 
  • Ensures overall Tdh coordination with the UN agencies and government in West Ukraine and operational representation where relevant in Ukraine, including the sharing of information and reporting.  
  • In coordination with the Country Representative, guarantees that all formalities required by the government are prepared properly, kept up to date, and presented punctually.
  • Attends or delegates attendance to appropriate external humanitarian meetings, both general and sector, in order to ensure Tdh’s aims and activities are shared with humanitarian partners.
  • Acts as the local Tdh focal point for monitoring visits and local queries posed by donors. 
  • Commits to respect the Child Protection Policy.
  • Commits to ensure the best implementation possible of the Child Protection Policy in West Ukraine, including participation in annual audit, and reviews and updates of action plan.
  • Commits to inform the Country Representative and/or the Child Project Programme Manager and/or the Head of zone and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy.

YOUR PROFILE 

  • This function requires Management of multi sector program(s) with a child protection component 
  • Extensive experience in staff/team management
  • Excellent writing, reporting, communication and negotiation skills in English 
  • At least 4 years’ experience in a similar position/high management position in the field 
  • Work experience in rural conflict affected areas 
  • Previous budget responsibility of 1 million € per year
  • Significant knowledge and experience in logistics, admin and finance 
  • Significant knowledge of international humanitarian response and donors 
  • Advanced IT skills
  • Ability to work in an intercultural environment
  • Flexibility
  • Responsive, motivated, good communicator
  • Ability to work under pressure
