Monitoring, evaluation, accountability and learning (meal) officer

Premiere Urgence Internationale (PUI) is a non-profit, non-political and non religious humanitarian NGO. PUI started humanitarian intervention in Ukraine in February 2015. The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.

Place of work - Lviv, Lviv region

Qualifications 

Education Degree: Higher education in a field related to project management, international development and/or social sciences. Strong experience in IT/IM required.

Work experience: 

  • A previous experience in emergency response, in setting up a MEAL department, or in health programs monitoring would be appreciated.

Language Skills: Fluent in Ukrainian, Russian and English.

Knowledge & skills: 

capacity for analysing and synthetizing comprehensive information & technical data, ability to transfer knowledge to diverse audiences through training and mentoring. 

Data bases, kobo and other data software management 

Good knowledge in statistics and sampling methods. Good written communication skills.

Computer skills: Confident user of Microsoft Office (with focus on Excel and Word).

GENERAL OBJECTIVE

The MEAL Officer is responsible for implementing the Monitoring, Evaluation, Accountability and Learning (MEAL) strategy of Lviv base. 

He/She is coordinating with Mobile Health Teams and other project staffs to prepare and ensure the implementation of MEAL activities, including the daily collection, analysis and publication of data collected by the medical, psychosocial and protection team to be disseminated externally.

TASKS AND DUTIES   

Strategy: responsible to develop and roll out the mission MEAL strategy at base level.

Information management: S/he will ensure development and implementation of a IM strategy at office level;

Training and technical support: be responsible to provide training and technical support to all program teams on technical questions linked to MEAL and cross-cutting issues.

Monitoring and evaluation: be responsible to support operational teams in monitoring and evaluation of PUI programs and activities.

Accountability: be responsible of the roll-out of accountability activities at base level.

Knowledge building: be responsible to contribute to lessons learned and institutional knowledge building.

Human Resources Management: be responsible to manage the MEAL team at base level and focus on capacity building of your team.

Representation and reporting: be responsible to support the base in reporting, communication and representation in your field of expertise.

Immediate priorities

MISSION LEVEL DESIGN AND SUPERVISION OF INFORMATION MANAGEMENT ACTIVITIES: 

  •  Lead the development of an information management strategy in accordance with PUI policies;
  • Specify information management systems for different operational departments; 
  • Design information systems and associated procedures; 
  • Develop mission level data analysis, reporting and technical templates for IM and MEAL;
  • Harmonize base level databases in accordance with stated strategy;

 GEOGRAPHICAL INFORMATION SYSTEM:

Develop and support GIS production at base level, for later publication at Coordination level;

  • Create comprehensive maps that represent base level data collected for mission level presentation;
  • Train field staff on GIS technic/software.
