Premiere Urgence Internationale (PUI) is a non-profit, non-political and non religious humanitarian NGO. PUI started humanitarian intervention in Ukraine in February 2015. The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.
Place of work - Kostiantynivka/Kramatorsk, Donetsk region.
Qualifications
Education Degree: Degree in hydraulics, water sciences and/or water management / Humanitarian WASH software and hardware aspects, Project management as a plus.
Work experience: at least 2 years of experience in management of WASH Projects.
Language Skills: Fluent in Ukrainian, Russian, English.
Knowledge & skills: Good analytical and writing skills, understanding of project cycle, good management capacities and team leadership spirit, understanding of institutional donor (ECHO, UN agencies, etc.) procedures, knowledge of humanitarian actors s.
Computer skills: Confident user of Microsoft Office (with focus on Excel and Word) and Outlook Express, Hydraulic software’s, AutoCAD, GIS.
Tasks and Responsibilities:
INFORMATION COLLECTION AND SHARING
To produce assessment reports according to developed formats
To train and establish assessment teams
To proactively coordinate and work with other actors on the ground
To ensure proper communications schemes with the different levels of local authorities
ACTIVITIES IMPLEMENTATION
To design and implement WASH activities in direct collaboration with the Field Coordinator and under the general supervision of the HoM.
To organize, schedule, coordinate and plan the WASH activities and the team’s work
To ensure proper coordination and liaison with local communities and Municipalities/Authorities
To implement all monitoring and evaluation defined schemes (post intervention impact survey)
To implement an emergency response if needed (water supply system/Sanitation and waste management/ Emergency latrines/ Hygiene kits distribution, NFIs distribution…)
OPERATIONAL TEAM MANAGEMENT
To finalize the recruitment and set up the training of the operational team
To follow up of the operational team according to the missions’ Standard Operating Procedures (daily management, performance evaluation, holidays management)
To ensure performance evaluation of the operational staff
To constantly liaise and coordinate actions with the field Coordinator of the base
INTERNAL AND EXTERNAL REPORTING
To provide internal reporting on activities according to PUI internal tools
To prepare external reporting (with support from his/her supervisors)
FINANCIAL AND LOGISTICS MANAGEMENT
To follow-up the financial aspects of the project (Budget Follow Up)
Management of the cash forecast in link with the different projects
In direct link with the logistics department manages the WASH stocks and replenishments
In close collaboration with the Logistics Coordinator, prepares and follows up the procurement plan and the supply process in the frame of the project
Directly manages the project logistician and prepares the action plans for him/her
Supervises the supply process and makes sure all steps are in adherence with PUI procedures
Validates the procurement documents under related to the WASH projects
CAPITALIZATION / INSTITUTIONAL KNOWLEDGE BUILDING
To design and write comprehensive Activity Forms for all major operational aspects in direct collaboration with his/her supervisors
To develop comprehensive support documents for activities implementation by the WASH team
To develop understanding of the Donbass situation (beneficiaries, needs, political context, and strategy of intervention)
Identification of new areas of intervention and needs assessment (field assessment, collection of data from other stakeholders)
To support the definition of new program’s strategy and proposal writing
