 POSITION: WASH Officer

LOCATION: Lviv, with mandatory travel to other locations around Ukraine 

JOB SUMMARY

The primary function of the Site Engineer includes supporting the team in the assessment, planning, design, implementation, supervision, construction, expansion/development relating to WASH activities. The WASH Officer will prioritize the start-up of the emergency WASH interventions in close cooperation with the sectoral and area leadership. These will have a solid link for ongoing or planned water and sanitation and other IMC core sector programs. In addition, ensuring adequate maintenance and operation is promptly available for the facilities and services, including training of relevant staff.

MAIN TASKS AND RESPONSIBILITIES

  • Support the implementation of activities and defined objectives of the overall WASH response program in a phased and prioritized manner with full consultation and coordination with International Medical Corps staff and other agencies, both governmental and non-governmental.
  • Responsible for conducting an updated assessment (directly and remotely) of the current situation in collaboration with relevant stakeholders, determining priorities and immediate activities and resources. 
  • Responsible for assessing and monitoring field-based resources and capacities for response (human, material and financial).
  • Responsible for rapidly adapting the design and overall response to the changing situation, considering the community's needs, the current levels of capacity of actors on the ground, and the eventual expansion of current programs.
  • Responsible for selecting and designing water systems, including source selection, abstraction, storage, treatment and distribution for new systems and/or the rehabilitation of old systems.
  • Responsible for the supervision and management of WASH assistants.  
  • Delivery of appropriate management and operation of sanitation system (including excreta disposal, vector control, solid waste disposal, drainage), taking complete account of local conditions, resources, customs and cultural norms.
  • Responsible for collaborating with other actors to devise hygiene promotion strategies for camp and host community contexts.
  • Responsible for ensuring that issues of protection, gender, livelihoods, environmental impact, operation and maintenance and sustainability are factored into the program design.
  • Responsible for ensuring national and Sphere standards, both qualitative and quantitative, are considered, and any deviation is documented.
  • Build a team that can respond to emergencies and hires and train as needed.
  • Contribute to ensuring that the response is fully funded by external donors and manage (HR, financial, implementation) all aspects of emergency WASH interventions.

 Human Resources Management 

  • Assist in the hiring and development of qualified program staff 
  • Conduct appraisal of staff under their supervision
  • Supervise technical staff to ensure smooth and effective operations 
  • Maintain open lines of communications with all field staff

Training/Capacity Building

  • Determine and address training needs for subordinate WASH staff 
  • Train senior national staff to increase their responsibilities to build capacity and ensure consistency and sustainability of the intervention

Working Relationships

  • Maintain frequent communication with management to ensure program activities and objectives are communicated
  • Work with Logistics and Finance staff to ensure the timely coordination of programs supplies are within budgeted targets
  • Interface with national government and relevant agencies as necessary

 Security

  • Collaborate with security officer/Team Leader to maintain safety and security of staff in the field
  • Ensures application and compliance of security protocols and policies by WASH staff

 Other

  • Actively promotes PSEA (Prevention of Sexual Exploitation and Abuse) standards within the International Medical Corps and beneficiaries served by the International Medical Corps.

QUALIFICATIONS

  • Bachelor's degree or higher diploma in water and sanitation engineering, civil engineering, or related field.
  •  3+ years of relevant work experience (minimum 2 years in humanitarian situations; camp settings a plus). 
  • Experience in emergency response, including rapid assessments and needs analysis
  • Experience in effective hygiene promotion in humanitarian contexts.
  • Demonstrated analytical, project conceptual and Planning skills projects, clear and realistic activity
  • Fluency in English (both oral and written skills)
  • Able to prepare plans and reports, planning, negotiation and leadership skills.
  • Willingness to travel in highly insecure areas.
  • Profound cross-cultural awareness and sound knowledge of public health issues
  • Ability to exercise sound judgment and make decisions independently
  • Extraordinarily flexible and have the ability to cope with stressful situations and frustrations
  • Creativity and the ability to work with limited resources
